Agenda Item 8-C: Presented at this time was an ordinance for introduc-
tion lncreasing refuse rates pursuant to Council direction on November
14, 1978. The public hearing was opened at 7:49 P.M. by order of Mayor
Pro Tempore Cohen. Dan Sullivan spoke in opposition to the large variety
of trash containers~presently being used by the City. There being no
other persons present desiring to address the Council, the public hearingl
was closed at 7:54 P.M. by order of Mayor Pro Tempore Cohen. After I
discussion, Councilmember Trives moved to introduce an ordinance entit1e~:
"AN ORDINANCE OF THE CITY OF SANTA MONI CA A1-1ENDING SECTION 52 33A OF j
I CHAPTER 2, ARTICLE V, OF THE SANTA MONICA MUNICIPAL CODE IN ORDER TO I
INCREASE THE ~tOUNT OF FEES CHARGED FOR GENERAL CITY REFUSE COLLECTION", I
readlng by title only and waiving further reading thereof. Second by I
Councilmember van den Steenhoven. The motion failed by the following I
vote (pursuant to Section 615 of the Santa Monica City Charter, which I
requires four affirmative votes for enactment of an ordinance):

Steenhoven and Mayor Pro Tempore

Negative:
Councilmembers Reed, Scott
Absent:
Councilmember Bambrick and Mayor Swink
The ordinance was ordered returned for introduction at the City Council
