ThlS proJect was approved wlth a "lumber of other street lmprOVeme"1t projects 0"1 January 10, 1984, Staff hand dellvered "lotlces to all the resldences d"1d the one bUS1"1eSS dlrectly affected by the proposed street wldenlng project l~vltlng them to a meetlng at 7:30 p.m, on November 15th at 819 Ocean Park Boulevard, apartme~t #6, ThlS lS the resldeDce of Mr, Mallory Pearce, A represe~tatJ..ve from Brown's Automotlve Servlce (located at Ocean Park a'1d Ll~col~ Boulevards) a~d Mr, Pearce were the oryly attendees a"ld they met wlth the Parkl~g and TrafflC Englneer, The concerns of Brown's Automotlve Serv lce were the proposed reductlon 11". wldth of thelr southernmost Llncoln Boulevard drlveway and that customers would be unable to use the Ocean - 1 - /10' DEe 4 198/ . . Park Boulevard dn.veway for access to then bus~ness dur1ng the co~struct1o~, C1ty staff has been able to m1t1gate both of Brow~'s Automot1ve SerV1ce's concerns by Sllghtly modlfYlng the L1"lColn Boulevard dr1veway a~d lY1d1catl'1g that at least half of the Ocea'1 Park drlveway w1ll be ava1lable for access to the1r bUSlness dur1ng constructio'1. Mr. Pearce expressed CO'1cerns about be1ng able to safely back out of h1S dr1veway lf the proposed proJect 1S 1mplemented and questloned the actual need for wlden1ng the street. Staff has subsequently talked to one of the 1ndlVl.duals regard1l'lg the1r letter a'1d eXplal'1ed the reason1ng for the proposed proJect. The i~d1v1dual thanked staff for the explanat10n and made a statement that the l.ssue that upset her most was the C1ty "lot d1scusslng the 1ssue w1th the - 2 - . . resl.de"lts before project approval. In 1979 there were 38 reported aC'C'1.dents at the 1.nterseC'tl.on of LU1Col'1 Boulevard a'1d Ocea'1 Park Boulevard, In 1983, there were 26 reported aCC'1.dents, In the last two years there have bee"! 15 aC'cldents 0"1 Ocean Park Boulevard between Lp'lcol" Boulevard a'1d 10th Street, Nwe out of the 15 m1.dblock acc1.dents would be Judged "correctable" by the proposed street wldeYll.'1g. The addltlol'lal storage area WhICh wIll be provIded by the proposed wlde'"lu'\g project wIll provIde for sho~ter vehlcle queues and prov~de for a greater d~stance for vehIcles to safely make a lane change from the left turn lane to the through lanes, The second major reason for the second lane IS to Improve the operatlon of the t~afflc slgl"Jal at the IntersectIon of Ll"lColn and Ocea"l Park Boulevards, Llncoln Boulevard CarrIes more trafflc than any other street In the CIty (49,000 vehIcles per day), The add~t~o"lal westbound through trafflc la"le on Ocea"l Park Boulevard wlll enable staff to reduce the green t~ffie for Ocean Park Boulevard a..d prov lde more gree"l t~me on LlnCol"l Boulevard to promote more efflclent al'ld effect~ve trafflc flow. The better the trafflc flows on Ll~coln Boulevard the less l~kely vehIcle dr lve~s wlll dlvert from Llncoln Boulevard and travel through local resldel'\tlal neIghborhoods such as 11th Street and 4th St~eets. Street trees wlll be planted on both sldes of the street as part of thls proJect, Presently, there are no street trees at th~s locat~o'"l, Veh~cle speeds and traffIC volu~es WIll "lot be affected by the street wIdel"J~'"lg. The wIde'"lIYlg WIll only be west of the ~ntersect~on of 10th Street and Ocean Park Boulevard.
