JAW 8 1985 From: G~ ty Staff Subject: Fourth Street Improvements between P~co Boulevard and H~ll Street. Introduct~on Th~s report recommends that C~ty Gounc~l ~nstruct C~ty staff to apply for a permanent coastal perm~t for the 4th street ~~provements between P~co Boulevard and Hlll Street and to ~nstall ra~sed landscaped med~ans. Back~round In July 1983, C~ty Council ~nstructed C~ty staff to reconf~gure 4th street between P~co Boulevard and H~ll Street from two lanes ~n each dl:"ect~on to one lane In each dIrect~on w~th a center med~an strIp for park~ng. The Coastal Comml.ss~on approved the prOject fOr a one year experImental per~od ~n October 1983 w~th spec~fIc l.nstruct~ons to return to the Comml.ss~on w~th a report l.ndl.cat~ng the l.mpacts the changes have had on the street network. The actual unprovements were Implemented ~n January, 1984. The proposed permanent ~mprovements w~ll be the same conf~gurat~on as those lmplemented ~n January, 1984. The proJ ect has rece~ved a negatl.ve DeclaratIon as to ~ts envIronmental lmpact. Traf~lc Analys~s The Coastal Commlss~on specIf~ed that the C~ty monItor summer weekend traffl.c over four weekends after May 20, 1984, lncludl.ng Memorl.al Day weekend and weekends In July and August. The weekend I/-C- JAM 8 19a5 - 1 - . . trafflc monltorlng included the lntel"Sectlons of 4th Street and PlCO; PICa and NeIlson Way/Ocean Avenue; 4th Street and BIcknell; and 4th Stl"eet and Ocean Park Bouleval"d. Further It was specIfIed that the daytlme weekend trafflc could not exceed the Level of SerVlce "D" In eIther lane on ~th Street. Level of Servlce "D" IS reached when overall travel speeds have dropped to 15 mph, Delays at Cl"ltIcal locatIons such as Cl"osslng of othel" maJol" arterIals may become extenSIve, WIth some vehIcles occasIonally waItIng two 0:" mo:"e SIgnal cycles to pass th:"ough the Inte:"sectIon, These condItIons may be tolerable for shOl"t pe:"lods of tIme Ol" at occassional bottlenecks but c:"eate unacceptable delay when they eXIst fo:" a conSIderable pOl"tlon of the peak hour along an entIre sectIon of stl"eet. It was detel"mlned that the Level of Sel"VICe "0" was 1048 vehIcles per hour for the southbound 4th Street traffIC and 1604 vehIcles per hour for the nOl"thbound traffIC. CIty staff collected traffIC data on a varIety of weekends before the summer and through the summer. Included were the thl"ee bUSIest summer weekends. MemorIal Day weekend, and Labol" Day weekend and the 4th of July. AnalYSIS of the peak hour traffIC data IndIcates that at no tIme dId 4th St:"eet t:"afflc exceed Level of Servlce "D". In fact the Level of Sel"VICe of 4th Stl"eet was "B" or bette:", The average dally t:"afflc on 4th St:"eet has dec:"eased from 17, 000 veh~cles per day befo:"e the Improvements were made to 15,340 vehIcles pe:" day afte:" the lmp:"ovements were made, The total dec:"ease ~s approxImately 1760 veh~cles pe:" day (see attachments 1 th:"ough 4). The average dally traffIC on Thl.:"d Street has Increased from - 2 - . . 1340 vehlcles per day to 2280 vehlcles per day, Whlle the actual percent Increase is hlgh, the average dally trafflc on 3rd street 1S Wl thln the gUldellnes establlshed In the Clrculatlon Element for local resldentlal streets (attachment 5 and 6). The average daily trafflc volumes on Nellson Way. Ocean Avenue, PlCO Boulevard and Maln Street have been falrly conslstent before and after the Improvements were Implemented on 4th Street (see attachments 7 through 13), ThlS Indlcates the 4th Street Improvements have not had an adve.se affect on the maJor a.terlals in the area. Speed Analysls The posted speed llmlt IS 30 mph on 4th Street between PlCO Boulevard and Ocean Park Bouleva.d. PrIor to the Improvements to 4th Street over 63 percent of the trafflc was exceed Ing the posted speed llmlt and 16 percent of the trafflc was exceedlng 35 mph, SInce the lmprovements have been lmplemented 14 percent of the trafflc exceeds the posted speed llmlt and 3 percent of the t.afflc exceeds 35 mph. Thls represents a 49 percent reductlon of the number of vehIcles exceedlng the posted speed limit. Accldent ~n~lysls CIty staff conducted an analYSIS of traffIC accldents between PICa Boulevard and Hlll Street lncluslve for a Slmllar tlme perlod before (1/83 to 9/83) and after (1/84 to 9/84) the lmprovements on 4th St.eet were Installed. The analysls of lntersectlon trafflc accldents Indlcates that before the lmprovements there were 17 aCCIdents and after the improvements (January 84) there have been 11 accldents. The most - 3 - . . slgnlflcant Improve~ents has occurred at the Intersectlon of Ocean Park Boulevard and 4th Street. Before the InstallatIon of all way stop there were tYPIcally 4 to 5 reported accIdents occurr Ing annually. SInce the Improvements and the Install atlon of all way stops there have been no reported accIdents. The analysIs of Inldblock accldents IndIcated the:-e were 5 accldents before and 6 accIdents afte:- the Improvements were Installed. One of the "after" accIdents Involved an Indlvldual havlng a fatal hea:-t attack and :-unnlng into a pa:-ked vehlcle pa:-ked In the medIan. ThIS was the only accldent involvlng parked vehlCles In the med lan. Before the Improvements there were 3 pedestrlan :-elated accldents and after the lmprovements there has only been one pedestrlan aCCIdent, Cltlzen Concerns Cl ty staff has not recelved any wrItten or oral complaInts about the 4th Street lmprovements In the last 6 months, PrIor to that tIme the most frequent complalnt was In regards to aesthetIcs, vehIcles parklng In w:-ong dl:-ectlon and vehicles crOSSIng over the paInted medlan. These concerns can be mItIgated by lnstalllng a raIsed landscaped medIan. PubllC Mee~ln~ Clty staff held a publIC meetIng on December 10th at John MUl:- Elementary School to reCelve lnput regardIng the temporary changes and the p:-oposed permanent InstallatIon. There were 13 resldents from the area who attended the meetIng. Ten out of the 13 reSIdents strongly supported the temporary changes and wanted the permanent InstallatIon Implemented, They IndIcated that vehIcle speed nOIse levels and traffIC volumes have decreased and - 4 - . . the safety to pedestr~ans ~ncreased, In add~t~on, they were extremely pleased w~th the addItlonal park1ng pl"ovlded In the med lan. One concern shal"ed by all was the aesthet1cs of the prOJect. Two of the al"ea l"es~dents were in favor of the permanent ~nstallat1on ~f some mod1flcat~ons can be made to the plans, One resldent has problems eXltlng h1S dr1veway. Staff has mod~f1ed the proposed plan to m~t~gate h~s concerns. The other res1dent h.ke the ~dea of the medlan park~ng but felt that the reduct10n of travel lanes had not reduced speeds and volumes and created a cont1nuous llne of trafflc wlth l~ttel or no gaps In trafflc to eX1t thelr drlveway. In add~t~on, the no~se level had 1ncreased, It was suggested stop slgns be ~nstalled at all the Intersect~ons, Staff has rev~ewed th~s request and determ1ned the stop SIgns do not meet the Clty'S requlrements. There was one resIdent who was totally opposed to the proJect, ThlS resldent 1nd Icates that all the traff1c 15 belng d~verted from 4th Street to the alleys ~n the area to get to 5th Street and then to Ocean Park Boulevard. Staff observed the traff~c flow in the area and could not substant~ate a s1gn1f~cant problem w1th veh1cles uS1ng the alleys. F1nanc1al/Budget Impact Fundlng for the proposed raIsed landscaped med~an project 1S ava~lable In account number 01-770-416-000-916, "Fourth Street Med1an" 10 the amount of $173,250 as approved 1n the Flscal Year 1984-85 Cap1tal Improvements Program budget. - 5 - , . .
