for Fuel Efficient Traffic Signal Management
Program
I~TRODUCTION
This report recommends City Council authorize the City Manager
submit an application to the California Energy commission for a
grant to reduce fuel consu~pt1on through modifications to the
timlng of traffic slgnal systems.
BACKGROUND
In July the Legislature approved a $2.4 mlllion trafflc signal
nanagement
grant
fund
as part of the California Energy
CommiSSlonts (CEC)
fiscal year 82/83 budget. This fund 1S
avallable
for grants to local governments to reduce fuel
consumption in their areas through Modifications to the ti~ing of
traffic signal syst~s within the1r ]urisdlctions.
Through th1S program, local governments will be asslsted in
optimizing their signal systeros. The program benefits will
prov1de improved traffic flow for all road users, reduced fuel
operating cost, reduced air pollutant emissions, and improved
safety due to smoother flow.
The Grant funds may be used for personnel costs, direct and
lndlrect,
for local agency staff and/or consultants for data
collection and processing, computer access and time, timing plan
developMent and implementation, and evaluation. The Grant funds
can not be used for traff1c signal related hardware.

The City proposes to optimize the 44 traffic signals in the
area bounded by Wilshire Boulevard,
Santa Monica Freeway, Ocean
Avenue and Lincoln Boulevard during the 1983 calendar year and
slgnals ln the area bounded by Wilshire Boulevard, Santa Monlca
Freeway,
Lincoln Boulevard and the east Clty Ilmits during the
1984 calendar year.
It is envisioned by staff that the grant appllcation will be
between $50,000 and 5150,000.
RECOMMENDATION
It is reCOMmended Clty Councll adopt the attached resolutlon.

CITY Of SANTA MONICA AUTHORIZING FUEL
EFFICIENT TRAFFIC MANAGEMENT PROGRAM
GRANT APPLICATION
WHEREAS~ the City of Santa Monlca recognlze that it 1S in the lnterest
of the natlonal economy to promote the conservation of energy resources and to
reduce our nationts dependence on costly forelgn oil, and
WHEREAS. fuel efflclent traffic signal management by the City of Santa
Monlca wlll provide beneflts to the local communlty in the form of lffiproved
traffic flow, reduced fuel consuptlon, reduced vehlcle operatlng costs. reduced
31r pollutant emissions, and improved safety due to smoother flow; and
WHEREAS. funds have been establlshed and are avallable through the
Callfornia Energy Comm1ssion for grants to local governments for efflClent traffic
signal management projects;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTrON 1. The Clty Council author1zes the submlttal of an appllcatlon
to the California Energy Commission for a grant for traffic signal management
proJect; and
SECTION 2. The Clty Manager lS authorlzed and empowered to execute all
necessary appllcatlons, contracts, and agreements to lmplement and carry out the
purposes spec1fied in this Resolution.
SECTION 3 The City Clerk shall certify to the adoption of th1S
Resolution, and thenceforth and thereafter the same shall be ln full force and effect.
