To: From: Mayor and City Councll City Staff .~ Subject: Litter Cleanup and Litter Law Enforcement Grant Proposal Introduction As per the passage of the Litter Control, Recycllng, and Resource Recovery Act of 1977 (Senate Bill 650), Santa Monica is entitled to grant funds totaling $12,526 to be used to supplement the City's current efforts in 11tter cleanup and litter law enforcement. Background Although the amount of the grant allocation is pre-determined by the State Solid Waste Management Board, the completion of a Litter Control Grant application (copy attached) is required before the grant will be awarded. This applicatlon must be received by the State SOlld Waste Management Board prior to December 31,1978, or the allocation will be forfeited. Staff proposes to hire one temporary employee for one year to aid in the alley cleanup program currently conducted in the Street Maintenance Dlvision. Staff also proposes hiring a part-time employee to work out of the Department of General Services and who will work in litter law enforcement. The plan is for this individual to identlfy parcels of prlvate property in the City that require litter abatement; notify the owners of the property of the litter law violation and required abatement action; and followup the notification with inspections to ensure that abatement was completed. t,r DEe 1 2 !978 . . WHEREAS~ the Legislature of the State of Callfornia has enacted the State Litter Control~ Recycling and Resource Recovery Act which provides funds to certaln entlties for litter cleanup, lltter law enforcement, litter education, and purchase of litter receptacles; and WHEREAS, the State Solid Waste Management Board has been delegated the responslbility for the admlnlstration of the program~ setting up necessary procedures governing app1icatlon by local agencies under the program; and WHEREAS~ said procedures established by the State S011d Waste Manage~ent Board require the applicant to certify the approval of applicatlons prior to submlss10n of said applications to the state. NO~, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council approves the fl1ing of an application for fundlng under the Litter Control, Recycling and Resource Recovery Fund. SECTION 2. That the City Council certifies that sald agency understands the general provislons of the grant agreement. SECTION 3. That the City Council authorizes the Director of General Servlces, as agent of the City, to conduct all negotlations, execute and submit all documents lncludlng but not limited to applications~ grant agreements, amendments and payment requests, which may be necessary for the completion of the aforementioned program. , -1- . . November 28, 1978 STATE lITTER CONTROL RECYCLING AND RESOURCE RECOVERY GRANT PROGRAM Grant Proposal I. Existing Program~ For the past two years the City of Santa Monlca, Department of General Services, has provlded a litter cleanup program for the City's 70-mlles of public alleys. Federal CETA project funds have been the ^ primary source of funding for the program. The program consists of uSlng 10 to 14 CETA e~ployees for ~anual collection of lltter in public alleys. CETA employees are paid $4.33 per hour and the total direct salary expense for this program has been approx- imately $125,000 per year. Vehlcles and tools required for this project are furnished by the City. The program has been effective in that the appearance of the alleys has improved significantly and there has been a decrease in the number of residents' complalnts regarding littered alleys. City alleys have been identified as problem areas for litter accumula- tlon that requlre a continuing cleanup program to maintaln an aesthetically desirable appearance. The Department of General Services also engages in litter cleanup enforcement activitles. This activlty includes identify;pg locatlons of unlawful litter accumulation. notification of property owner to abate such litter accumulation, and follow-up activity to ensure that the abatement is carried out. . . Proposed Program Regarding 11tter cleanup, this proposal plans to supple~ent the progra~ described above by hiring one additional employee on a temporary basis and to supply this indivldual with the necessary tools and equipment to carry out an effective lltter cleanup activity. Regarding the Litter Law Enforcement aspect of the program, the City proposes hiring an individuul on a part-ti~e basis to work all identification, investigatlon, and follow-up of the lltter violations on private property within the CitJ~ III. Qualifications of Appllcant Santa Monica has engaged in the alley litter abatement program for approxlnately two years. The Clty has also performed litter violation enforce~ent activities as needed for many years. He asked that the 500 foot limitation be removed from the proposed ordinance and said he will be sensitive to the need to protect residential dwellings in all districts. Thomas Cushman urged . amend1ng the ordinance to provide for a 7:00 A.M. pick-up near residences) rather than the 6:00 A.M. hour provided for in the proposed ordinance.
