SUBJECT: Resolution Approving Program Supplement No. 10 to Local
Agency/State Agreement 07-5107 for Improvements to
Colorado Avenue from 14th Street to 20th Street
Introduction
This report recommends that the City Council adopt the attached
resolution approving Supplement No. 10 to Local Agency/state
Agreement No.
07-5107
for Federal Aid Urban funds
for
improvements to Colorado Avenue from 14th street to 20th Street.
Background
In 1977 the city of santa Monica and Caltrans entered into a
Local Agency/State Agreement which set forth the proportionate
shares for federally-funded transportation projects between the
City and the Federal Government, When federally-funded projects
for the City of Santa Monica are approved for construction,
supplements to the original agreement which identify the
respective funding amounts for the City and the Federal
Government for the project must be authorized by resolution.
To date nine projects have been completed under this agreement.
The latest supplement (Supplement No.9) was approved on August
13, 1983 to upgrade traffic signals at various locations in the
City.
The Colorado Avenue improvements project from 14th street to 20th
street is the tenth project approved under this agreement. The

estimated construction cost for this project is $690,000.00 which
will he paid with Federal Aid-Urban (FAU) funds in the amount of
$596,436 and city funds in the amount of $93,564.
Supplement No. 10 reflecting the above project funding needs to
be executed so that the funds may be released,

authorizing the City Manager to execute the supplement is also
attached.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING SUPPLEMENT NO. 10 TO THE
LOCAL AGENCY/STATE AGREEMENT NO. 07-5107 FOR
FEDERAL-AID FUNDS FOR COLORADO AVENUE IMPROVEMENTS
FROM 14TH STREET TO 20TH STREET
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Santa
Monica does hereby approve and authorize the City Manager to
execute the attached Program Supplement No. 10 to Local
Agency/State
Agreement
No.

setting
forth
the
proportionate shares of the cost of Colorado Avenue Improvements
from 14th street to 20th Street.
SECTION 2.
The city Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.

1. All maintenance, involving the physical condltion and the
operation of the improvements. referred to In Article VI
MAINTENANCE of the aforementioned Master Agreement wlll be
perfor~ed by the CITY OF SANTA MQNICA at regular lntervals
or as requlred ior eiilcient operatlon of t~e completed
improvements,
2. The CITY OF SANTA MONICA will advert1se, award and
adminlster this proJect. The CLty will obtaln State's
concurrence prlor to either award or rejection of contract,
3. In awarding. or agreeing to award the contract, the Local
Agency agrees the payment of Federal funds will be limited to
the detail estimate amount approved by the Federal Highway
Administration in the Federal-Aid Project Agreement (PR-2).
or its modification PR-2A. and accepts any increases in Local
Agency funds.
4. In executing this Program Supplemental Agreement. Local
Agenc-y hereby reaffirms the "Nondiscrimination Assurances"
contained in the aforementioned Master Agreement for
Federal-Aid Program.
