Program
INTRODUCTION
This report recommends Clty Counell authorlze the City Manager
submlt an applicat10n to the Callfornia Energy Commlsslon for a
grant to reduce fuel consumptlon through modlflcatlons to the
tlmlng of trafflC slgnal systems.
BACKGROUND
The
State
Leglslature
has approved a trafflc slgnal
management
grant
fund
as part of the California Energy
CommlsS10n's (CEC) flscal year 83/84 budget. ThlS fund 15
aval1able
for grants to local governments to reduce fuel
consumptlon ln the1r areas through modlficatlons to the tlmlng of
trafflC signal systems wlth1n thelr Jurlsdlctlons.
Through thlS program, local governments wlll be asslsted ln
optlmlzing thelr slgnal systems. The program benefits wl11
provlde lmproved trafflc flow for all road users~ reduced fuel
operatlng cost~ reduced alr pollutant emlss1ons, and lmproved
safety due to smoother flow.
The Grant funds may be used for personnel costs, direct and
lnd1rect, for local agency staff and/or consultants for data
collection and processing, computer access and time, tlmlng plan
development and implementat1on, and evaluation. The Grant funds
can not be used for traff1c slgnal related hardware.

The Clty proposes to optlmize the 80 trafflc slgnals on
W11shlre Bou1evard, Santa Monlca Bou1evard, Llncoln Boulevard,
Olymplc Boulevard and P1CO Boulevard durlng the 1984 calendar
year. The subject slgnals are on the bUSlest streets and are
where the greatest benefit to reduclng delay and lncreas1ng
safety can be acn1eved. Staff wlll apply for any future grants
to opt1mlze other trafflC slgnals In the City.
Budget/Impact
The Grant appllcation total request is for $63,600.00. If
the

appropriatlon/revenue
adjustments to the FY 83-84 budget wl1l be sought from Counc1l.
The City is not requlred to match funds for th1S proJect. The
Clty wlll be dedicatlng staff tlme for the collectlon of data and
the reVlew and implementatlon of the slgnal t1ming. The staff
tlme for thlS project was planned for as part of FY83-84 Budget.
The funds primarlly wl11 be used to hire a consultant to
asslst Clty Staff ln the development of trafflc signal plans to
optlmlze the prevlously mentloned streets and reduce vehlcle
delay.

It lS recommended C1ty Counc11 adopt the attached resolutlon
WhlCh authorlzes staff to apply for Californla Energy COmml$SlOn
grant funds to Improve tlmlng of trafflc slgnals.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING FUEL EFFICIENT
TRAFFIC t~NAGEMENT PROGRAM GRANT APPLICATION
WHEREAS, the City of Santa Monica recognize that lt is ln
the interest of the national economy to promote the conservat1on of energy
resources and to reduce our natlon's dependence on costly foreign 011; and
WHEREAS, fuel efficient trafflC slgnal management by the Clty
of Santa Monica will provide beneflts to the local communlty in the form of
improved traffic flow, reduced fuel consuption, reduced vehicle operating costs,
reduced air pollutant emissions, and improved safety due to smoother flow; and
WHEREAS, funds have been established and are available through
the Californla Energy Commission for grants to local governments for efficient
traffic signal management projects;
NOW, THEREFORE, THE CITY COUNCIL OF T~E CfTY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council authorizes the submlttal of an
appllcation to the California Energy Commission for a grant for traff1c slgnal
management project; and
SECTION 2. The Clty Manager is authorized and empowered to
execute all necessary applications, contracts, and agreements to lmplement and
carry out the purposes specified ir. thlS Resolutlon.
SECTION 3. The City Clerk shall certify to the adoption of thlS
Resolution, and thenceforth and thereafter the same shall be in full force and
effect.
