SUBJECT: Resolution Approving Program Supplements No. 11 and No,
12 to Local Agency/state Agreement 07-5107 for the
Resurfacing and Reconstruction of pico Boulevard from
28th Street to centinela Avenue and Landscape
Improvements along Wilshire Boulevard from Ocean Avenue
to centinela Avenue.
Introduction
This report recommends that the City Council adopt the
attached resolution approving Supplement No. 11 and Supplement
No. 12 to Local Agency/state Agreement No. 07-5107 for Federal
Aid Urban funds for the Resurfacing and Reconstruction of pico
Boulevard from 28th street to centinela Avenue and Landscape
Improvements along Wilshire Boulevard from Ocean Avenue to
centinela Avenue.
Background
In 1977, the City of Santa Monica and Caltrans entered into
a Local Agency/State Agreement which set forth the proportionate
shares for federally-funded transportation proj ects between the
City and the Federal Government. When federally-funded projects
for the city of Santa Monica are approved for construction,
supplements to the original agreement which identify the
respective funding amounts for the city and the Federal
Government for the proj ect must be authorized by resolution.
To date, ten projects have been entered into under this
agreement.
The latest supplement (Supplement No. 10) was

approved by the City Council on April 26, 1988 and was for
improvements to Colorado Avenue from 14th street to 20th street.
The resurfacing and reconstruction of pico Boulevard from
28th street to centinela Avenue and the Wilshire Beautification
Project are the eleventh and twelfth projects respectively which
will be undertaken under this agreement. The estimated cost of
construction for the pico Boulevard Reconstruction proj ect is
$280,000.00. Under Supplement No. 11 the city will receive
$242,031.00 in Federal Aid-Urban (FAU) funds for the pico
Boulevard reconstruction work. The estimated construction cost
for the Wilshire Boulevard Beautification Project is $675,000.00.
The City will receive $583,740.00 in Federal Aid-Urban (FAU)
funds under Supplement No, 12 for the Wilshire Beautification
Project.
Supplements No. 11 and No. 12 reflecting the project funding
for the pico Boulevard Reconstruction Project and the Wilshire
Boulevard Beautification Project need to be executed so that the
FAU funds may be released. A Resolution authorizing the city
Manager to execute these two supplements is attached.

Total budget appropriation authority for the pico Boulevard
Reconstruction Project and the Wilshire Boulevard Beautification
Project is in the Streets, Traffic Control and Parking Capital
Improvement category, Accounts No. 43-770-421-000-927,

Recommendation
It is recommended that the City Council adopt the attached

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING SUPPLEMENTS NO. 11 and NO. 12 TO THE
LOCAL AGENCY/STATE AGREEMENT NO. 07-5107 FOR FEDERAL-AID FUNDS

FROM OCEAN AVENUE TO CENTINELA AVENUE,
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Santa
Monica does hereby approve and authorize the City Manager to
execute the attached Program Supplements No. 11 and No. 12 to
Local Agency/State Agreement No. 07-5107 setting forth the
proportionate shares of the cost of the Resurfacing and
Reconstruction of Pico Boulevard from 28th Street to the east
ci ty Limits and Landscape Improvements along Wilshire Boulevard
from Ocean Avenue to Centinela Avenue,
SECTION 2.
The City Clerk shall certify to the
adoption of this ReSOlution, and thenceforth and thereafter the
same shall be in full force and effect.

1. All maintenance, involving the physical condition and the
operation of the improvements, referred to in Article VI
MAINTENANCE of the aforementioned Master Agreement will be
performed by the CITY OF SANTA MONICA at regular intervals
or as required for effic~ent operation of the completed
improvements.
2. The CITY OF SANT.; ~lONICA will advertise, award and
adminlster this project, The City will obtaIn State's
concurrence prior to either award or rejection of contract.
3. In awarding, or agreeing to award the contract, the Local
Agency agrees the payment of Federal funds will be limited to
the detail estimate amount approved by the Federal Highway
Administration in the Federal-Aid Project Agreement (PR-2),
or its modification PR-2A, and accepts any increases in Local
Agency funds,
4. In e~ecuting this Program Supplemental Agreement. Local
Agency hereby reaffirms the "Nondiscrimination Assurances"
contained in the aforementioned Master Agreement for
Federal-Aid Program.
