Adoptlon of Resolution to Delete Certain Streets
from the 1980 Functional Usage Study

Introduction
ThlS report recommends the deletion of three streets from the 1980 Functional
Classiflcation Study by adoption of the attached resolut10n.
Background
A staff report on a petition for stop signs on 6th St. in the Ocean Park area
was presented to Council at its January 9, 1979, meetlng. That petltion
expressed concern of the residents on 6th St. regarding speeding vehlcles
and which methods should be utillzed to reduce speed. In addition to dlrectlng
staff to reverse the traffic stop signs at 6th St. and Hollister Ave. as an
lnterlm measure, it was also suggested that 6th St. could be removed from the
FAS-Functional Classification Map as a minor collector street. Such action
would automatically reduce it to a local street classification, thus comlng
under the coverage of the amended Section 40802 of the California Veh1cle Code,
WhlCh would permlt the use of radar as an enforcement method.
It was suggested that staff meet with the traffic engineering consultant
presently evaluating traffic controls throughout the City under an Offlce of
Traffic Safety Grant to determlne if any additlonal streets should be deleted.
Upon revlewing the Functional Classiflcation Map, It was determlned that three
streets ln the Ocean Park area should be deleted. They are: 6th Street between
P1CO Blvd. and Ashland Ave.; Strand Street between Llncoln Blvd. and Ocean Ave..

and Ashland Ave. between Lincoln Blvd. and Main St. No financial implications
are anticipated by staff with the removal of these three sections of street
from the Classlfication Map.
Alternatives
1. Approve the attached resolution, WhlCh would enable the Pollce Department
to utillze radar enforcement as soon as the resolution is accepted and
approved by SeAGo
2, Do not approve the attached resolution, which would require City's limited
staff to conduct radar speed studies on these three sections of street
prior to enabllng Pollce enforcement with radar. It is possible that
such a study could result in a higher speed (i.e., 30 m.p.h.) than the
25 m.p.h. prima facie speed limit which would be effective under the
amended Section 40802 CVC.
Recommendation
It is recommended that Council approve the attached resolution requesting
approval of a deletion from the 1980 Functlonal Usage Study.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA, COUNTY OF LOS ANGELES,
STATE OF CALIFORNIA. REQUESTING APPROVAL
OF A OELETION FROM THE 1980 FUNCTIONAL
USAGE STUDY.
WHEREAS, Title 23, U.s. Code Section 103(d)2 states that: after
June 30, 1976, the Federal-Aid Urban System shall be located in each urbanized
area and such other urban areas as the State Highway Department may designate
and shall consist of arterial routes and collector routes, exclusive of urban
extensions of the Federal-Aid Primary System. The routes on the Federal-Aid
Urban System shall be designated by approprlate local officials with the
concurrence of the State Highway Department. subject to the approval of the
Secretary and in the case of urbanized areas shall also be in accordance with
the planning process required pursuant to the provisions of Section 134 of
this Title; and
WHEREAS, the 1973 Federal-Aid Highway Act Section 1480 states that
Federal-Aid systems realignment shall be based upon anticipated functional
usage in the year 1980 or a planned connected system; and
WHEREAS, the 1980 Functional Usage Study will serve as the basis
for determlning eligibility for Federal-Ald Systems and has served as the basis
for requesting streets to be on the Federal-Aid Urban System; and
WHEREAS, the approval of the 1980 Functional Usage StUdy ~ill not
preclude future adjustments of street classlflcations due to changing popu-
lation, travel, and land use; and
WHEREAS, the Functional Usage Study Map is consistent with the

1970 Functional Usage Systems of contiguous jurisdictions and lS satisfactory
to the California Department of Transportation; and
WHEREAS, streets shown on the approved 1980 Functional Usage Study
or proposed amendments thereto, as arterials or collectors, are eligible for
incluSlon in the FAU System of Highways; and
WHEREAS, 6th Street between Pico Boulevard and Ashland Avenue,
Strand Street between Lincoln Boulevard and Ocean Avenue, and Ashland Avenue
between Lincoln Boulevard and Main Street are shown on the 1980 Functlonal
Usage Study and are classified as collector roads; and
WHEREAS, that Sectlon of 6th Street between P1CO Boulevard and
Ashland Avenue, Strand Street between Lincoln Boulevard and Ocean Avenue,
Ashland Avenue between Lincoln Boulevard and Maln Street is not anticipated
to be designated as a Federal-Aid Urban Route;
NOW, THEREFORE, BE IT RESOLVED, by the Santa Monica City Councll
that this Council request approval to delete that portion of 6th Street between
Pica Boulevard and Ashland Avenue, Strand Street between Lincoln Boulevard
and Ocean Avenue, Ashland Avenue between Lincoln Boulevard and Main Street,
now designated as a collector road, from the 1980 Functional Usage Study
System as forwarded by the City to the Californla Department of Transportatlon.
