storm Drain Improvements, and Approval of a Resolution
Authorizing Acceptance, Recordation, and Purchase of
Two Easements for the Mount Olivette Reservoir Storm
Drain
INTRODUCTION
This report requests that the City Council award a contract to
Colich & Sons, the lowest responsible bidder, in the amount of
$421,632.00, for construction of sewer main improvements on 4th
street and Pi co Boulevard and storm drain improvements at Mount
Olivette Reservoir.
In addition, this report requests the City
Council approve a resolution authorizing acceptance, recordation,
and purchase of two easements for the Mount Olivette Reservoir
storm drain.
DISCUSSION
The sewer main improvements will consist of the installation of
an 18" diameter sewer line along Fourth Street from a point just
south of Olympic Boulevard to Pico Boulevard and the replacement
of an existing 8" sewer along pica Boulevard with an 18" sewer
from Fourth street to Main Street.
The Fourth Street sewer
replacement is required to service the Guest Quarters Hotel. The
developers of the Hotel have deposited funds with the City for
the cost of the sewer installation.

The storm drain improvement project at the Mount Olivette
Reservoir was originally approved by the City council in Fiscal
Year 1987-88. Runoff from the Mount Olivette Reservoir site
drains southwesterly across the site to a collection point at the
southwestern corner of the property. The current system used to
drain the property frequently fails, causing flooding of adjacent
properties along the westerly edge of the Reservoir.
To eliminate the flooding, Staff has chosen to construct a swale
along a portion of the perimeter of the Reservoir property with a
splash wall on the outside of the swale. Runoff will then be
collected at several catch basins which connect together and
drain across two private properties, ultimately discharged to
Berkeley Avenue. The storm drain pipe will be laid along the
boundary of two properties. These properties are located at 881
and 905 Berkeley Avenue and their owners are Mr. Marcel J.
Lapoint and Mr. Derek Tilsley, respectively. To complete the
installation of the pipe the City needs to obtain an easement
from each of the property owners.
Staff met with the property owners to determine the terms of an
agreement for obtaining the easements. The main condition of the
property owners to grant the easements to the City is the
replacement of approximately 6,000 square feet of blacktop
located on a common driveway under which the drain pipe is to be
installed. The property owners obtained an estimate of $15,450
for replacement in concrete of the common driveway. staff
reviewed the estimate and determined it to be reasonable.
Accordingly, staff proposes that the City pay each owner $7,725

in return for the easements. The owners will be responsible for
ensuring that the driveway is reconstructed to their
specification.
The City has prepared plans and specifications for a combined
project to install sewer lines as well as install a storm drain
system at the Mount Olivette Reservoir due to the similarities in
the type of work involved.
A Notice Inviting Bids was published on May 22, 23, and 24, 1989
in the Evening Outlook and in 5 construction journals. Bidding
documents were forwarded to 3 minority/small business
associations and were issued to 19 contractors and 3 suppliers.
Bids were received at 3:00 p.m. on August 24, 1989 and opened and
publicly read by the City Clerk at 3:30 p.m. of the same day.

The sewer improvement project which is funded by the existing CIP
Account No. 31-760-661-000-936 will cost $364,795. The storm
drain improvements and easement purchase will be funded by
existing ClP Account No. 25-760-671-000-927 in the amount of
$116,205. Appropriation Authority is available in these accounts
to fund the project.
Recommendations
It is recommended that the city Council:
1. Award a contract for the construction of the Sewer Main
Improvement Project on 4th street and pico Boulevard
and Mount Olivette Reservoir storm Drain Improvements
to Colich and Sons, the lowest responsible bidder, in
the amount of $421,632.00.
2. Authorize the City Engineer to issue any change orders
necessary to complete the work to the extent of funds
available in accordance with the Administrative
Instruction on Change Orders.
3. Adopt the attached resolution authorizing acceptance
and recordation of two (2) easements over portions of
Lots 91 and 90 of Tract No. 2385, M. B. 23-110,111,
located adjacent to Mount Olivette Reservoir.
4. Authorize the City Engineer to request the Finance
Department to issue one (1) warrant each in the amount

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING ACCEPTANCE, RECORDATION, AND
PURCHASE OF TWO EASEMENTS FOR UTILITY PURPOSES
LOCATED NEAR MOUNT OLIVETTE RESERVOIR
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. In conjunction with capital improvements in
the City of Santa Monica ("city") along those portions of Lots 90
and 91 of Tract 2385 (lithe subject properties") more accurately
described below, the City requires the property owners to each
grant the City an easement in order to accommodate public utility
improvements and to prevent any hazards related to the
development.
SECTION 2. Marcel Lapoint and Derek Tilsley, as the
owners of the subject properties, have each executed a grant of
easement to the City for utility purposes over portions of Lots
90 and 91 of Tract 2385 as is fully described in Drawing No. 4434
on file in the Office of the City Engineer, and in the following
legal description:
The Northwesterly 5 feet of the Northeasterly
150 feet of Lot 90 and the Southeasterly 5 feet
of the Northeasterly 150 feet of Lot 91, both
of Tract No. 2385, in the City of Santa Monica,
County of Los Angeles, state of California, as
per map recorded in Book 23, Pages 110 and 111,
of Maps, on record in the Office of the County
Recorder of said County.

SECTION 3.
As a condition of submittal of said
easement, each owner of the subject properties shall receive the
sum of Seven Thousand Seven Hundred Twenty-Five Dollars
($7,725.00) for the replacement of certain driveway facilities
after City installation of storm drain utilities.
SECTION 4. The grant and purchase of such easements by
the owners of the subject properties is hereby approved and the
city Manager is authorized to accept such easements and record
the grant deeds with the Los Angeles County Recorder's Office.
SECTION 5.
The city Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
