SR-503-003-01 (3) . . :703-003-0/ "-e MAR 2 7 199C GS:SS:NM:HS:sdg council Meeting: March 27, 1990 (LAWASTE) Santa Monica, California TO: Mayor and eity Council FROM: City Staff SUBJECT: Recommendation to Adopt a Resolution Approving the Proposed Membership Profile of the Los Angeles county Integrated Waste Management Task Force Introduction This report requests that city Council adopt a resolution approving the Los Angeles County Board of supervisors designation of the Los Angeles County Solid Waste Management Committee to serve as the County's Integrated Solid Waste Management Task Force as required by AB939, the ealifornia Integrated Waste Management Act of 1989. Background Assembly Bill 939 enacts a comprehensive reorganization of the state's solid waste management planning process and changes the focus from "solid waste management II to II integrated waste management II . The new planning process establishes a hierarchy for the management of solid waste, requiring each jurisdiction to divert through source reduction, recycling and composting 25 percent of the solid waste from landfills or incineration by 1995 and 50 percent by 2000. Each city in a county, and the county for any unincorporated areas, must prepare, adopt, and implement a Source Reduction and Recycling (SR&R) Element which becomes part of the County Integrated Waste Management Plan (CoIWMP). The CoIWMP, which replaces the County Solid Waste Management Plan M~~U - 1 - . . (CoSWMP), must be prepared by each county and will include a eounty-wide siting Element. The deadline for preparation and adoption of the SR&R is January 1, 1991, for the counties, and July 1, 1991, for the cities. By March I, 1990 and every five years thereafter, each county in the state must convene a county-wide task force to assist and coordinate development of the County Integrated Waste Management Plan, individual city and county Source Reduction and Recycling Elements, and the eounty-wide Siting Element. The Board of Supervisors and a majority of cities within the county which contain a majority of the county's population must determine task force membership. The Los Angeles eounty Board of supervisors has designated the current Los Angeles County Solid Waste Management Committee to serve as the County · s Integrated Waste Management Task Force, pending approval by a majority of cities within the eounty. Budget/Financial Impact There is no budget or financial impact from this action. Recommendation It is recommended that the eity Council adopt the resolution approving the Los Angeles County Integrated Waste Management Task Force Membership Profile as proposed by the Los Angeles County Board of Supervisors. RESOLUTION NO. 7994(CCS) (City Council Series) A RESOLUTION OF THE eITY COUNCIL OF THE eITY OF SANTA MONICA CONCURRING WITH THE PROPOSED MEMBERSHIP OF THE LOS ANGELES eOUNTY INTEGRATED WASTE MANAGEMENT TASK FOReE WHEREAS, section 41000 of the state Public Resources eodes requires the ci ty of Santa Monica to prepare a Source Reduction and Recycling Element by July 1, 1991, for incorporation into the County Integrated Waste Management Plan: and WHEREAS, section 40950 of the ealifornia Public Resources Code mandates that each county and the cities wi thin that county convene a task force to assist in coordinating the development of cities' and the county's source reduction and recycling elements, the county's integrated waste management plan, and its county-wide siting element: and WHEREAS, the membership of the task force shall be determined by the county Board of supervisors and a majority of the cities within the county which contain a majority of the population in the county; and WHEREAS, the membership of the task force may include representatives of the solid waste industry, environmental organizations, general public, special districts, and affected governmental agencies: and WHEREAS, the purpose of the task force is to ensure a coordinated and cost-effective regional recycling system, by: - 1 - -'. ~ . . 1. Identifying solid waste management issues of county-wide or regional concern; 2. Determining the need for solid waste collection systems, processing facilities, and marketing strategies that can serve more than one local jurisdiction within the region; 3. Facilitating the development of mUlti-jurisdictional arrangements for the marketing of recyclable materials; 4. To the extent possible, facilitating resolution of conflicts and inconsistencies between or among city source reduction and recycling elements: and WHEREAS, the task force shall develop goals, policies, and procedures which are consistent with guidelines and regulations adopted by the ealifornia Integrated Waste Management Board to guide the development of the county-wide siting element of the county integrated waste management plan; and WHEREAS, the Los Angeles County Solid Waste Management eommittee, which was formed in October, 1983, pursuant to Title 20 of the Los Angeles County Code, ehapter 3.67, is currently responsible for coordination of the solid waste management planning effort on a county-wide basis; and WHEREAS, the Los Angeles eounty solid Waste Management Committee meets the local task force membership requirements; and WHEREAS, the Los Angeles County Board of Supervisors designated the membership of the Los Angeles County Solid Waste - 2 - . . Management Committee as the County Integrated Waste Management ~ Task Force on February 27, 1990, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the city of Santa Monica concurs with the Los Angeles County Board of supervisors in the designation of the Los Angeles County Solid Waste Management Committee as the County Integrated Waste Management Task Force pursuant to Section 40950(b) of the California Public Resources code.
