Los Angeles Solid Waste Management Plan
Introductlon
ThlS report recommends that the Clty support a plan to estaolish and lmplement
a coordinated countywide solid waste management plan.
Background
In 1975~ the County prepared a Solid Waste Management Plan. That plan con-
eluded that .Ithere is no convincing evidence for immediate need to form a
slngle agency with countywide authorityll. Since 1975 there have been a number
of slgniflcant developments including the closing of Palos Verdes landfill,
the 1mlnl nent cl os i ng of tli ss i on Canyon land f111 (even though 1 t has been
deslgnated on all State and reglonal management plans as one of the regional
landfill sites and even though it has another 20 years of life) and the
possibl1,ty that other landfills may close prematurely.
The Staff belleves there is a need to formulate a coordinated approach to
solid waste management 1n Los Angeles County. A need eX1sts to establish a
new agency or to gi ve pO\>/er to an exi stl ng agency to imp 1 ernent the County
SOllO Waste Management Plan. The alternative w11l be for the State to take-
over the imple~entatlon of the plan or for the State to develop a new plan
and implement It.
Recommendation
The Staff recommends the Clty Council approve the concept of implementing
the countyw1de SOlld Waste Management Plan.
