Subject: Alley Improvement, Tenth Court North of OlymplC Boulevard Introductlon This report recommends that the City Council authorize the Staff to proceed with the alley reconstruction on Tenth Court north of Olymplc Boulevard under provisions of the 1911 Act in response to requests from property owners adjacent to the subJect alley. Background Representatives of the Salvation Army, the major property owner in the area between Tenth Street and Eleventh Street north of Olympic Blvd., have requested the City to reconstruct the alley in this area. The City Staff has prepared a prelininary plan of improvement which calls for the alley to be reconstructed of concrete pavement to withstand the extensive traffic from large trucks and from forklift trucks which are used by the Salvation Army and Bourget Brothers, as well as others, in thlS alley. The alley presently is ln the worst condltlon of any alley in Santa Monlca due to the heavy trucks and the forklift trucks. It is proposed by Staff that the City pay 50 percent of the cost (approximately 531.000) from eXlstlng budgeted malntenance funds and that the property owners be assessed for the remalnlng 50 percent of the cost (531,000). A map designating the property owners and a llst of the proposed assessments is attached. 6D MAR 2 8 1978 e . To: Mayor and Clty Council -2- March 21, 1978 The Staff has contacted the other MaJor property owner, Bourget Bros., regarding this lmprovement. They have lndlcated that they will not oppose the project and assessment lf they can pay over a multi-year period. Alternatlves 1. The City can continue to patch the alley at no additional cost to property owners. The result of thlS will be a contlnuing poor alley surface condition and a long-term maintenance expense, In order to malntaln the alley in a minlmum condition. it is currently necessary to patch the alley approxlmately once every two weeks. ThlS has not been done and there are severe chuckholes existing in the alley. 2. Other combinations of fundlng. lncluding assessment fundlng, can be established. It is not recommended that the Clty fund the project in its entlrety due to general fund limltations. Gas tax funds may not be used for alley construction; they may be used only for streets which are 40 feet or more ln wldth. Recommendatlons It lS recommended that the Clty Council authorize City Staff to proceed under the provisions of the 1911 Act for this lmprovement with the City paYlng one-half of the cost from available Malntenance Funds.
