Introduction
ThlS report recommends that the City Council hold a PubllC Hearing in accordance
with Resolution of Intentlon No. 5039 (C.C.S ) for reconstructlng Tenth Court
between Olympic Blvd. and 450 feet northwesterly of Olympic Blvd.
Background
The Clty Councll, at thelr meeting on June 27, 1978. adopted Resolution No. 5039
(C.C.S.) declaring its intention to reconstruct Tenth Court between 01ymplc
Blvd. and 450 feet northwesterly of Olympic Blvd., and also settlng a PubllC
Hearlng for July 25, 1978. A copy of the staff report of June 15, 1978, is
attached.
Plans are now belng prepared to reconstruct the alley by removing the eXlstlng
two-foot-wide concrete gutter down the mlddle of the alley, together with the
eXlstlng pavement five feet on either side of the gutter, and replaclng this
with SlX lnches of crushed aggregate base under an elght-foot-wide concrete
gutter.
The new gutter will be jOlned to the existlng alley pavlng at the sldes wlth
new pavlng two feet wide at each edge of the gutter.
The entlre cost of this reconstruction, estlmated to be $34,000, is to be paid

for by the abuttlng property owners. If the outcome of the Public Hearlng is
favorable, a resolution order1ng the work will be presented for the next
Council Meeting. The property owners will then have 60 days to do the work
themselves. If the work 1S not done by the property owners, the City will let
a contract for the work and will have to advance an estimated $34,000 as interim
financing until the work is complete and the property owners pay for the1r
respective shares of the costs. This interim financing will have to be autho-
rized at the t1me the contract 1S let.
Recommendat1on
It is recommended that the City Council hold the Public Hearing concerning
the reconstruct1on of Tenth Court between OlymplC Blvd. and 450 feet north-
westerly of Olympic Blvd. and rule on the protests.

tention No. 5039(City Council Series) to order the following
work to be done and improvement to be made in said City of
Santa Monica, to-wit:

BOULEVARD AND 450 FEET NORTHWESTERLY OF
OLYMPIC BOULEVARD.
It is estimated that the total cost of the proposed work will
be $32,447.00 Notice hereby is given that on TUESDAY , the
25th day of JULY 1978 ' at the hour of7 : 30 p;![ in the Council
Chambers in the City Hall of the City of Santa Monica, situated
at 1685 Main Street in said City, any and all persons having
any objections to the proposed work or improvement may ap-
pear before the City Council and show cause why the said pro-
posed w 0 r k or improvement should not be carried out in ac-
cordance with said Resolution of Intention. Any protest against
the said work, the extent of the district, or the grades to which
the work is proposed to be done, must be in writing, and filed
with the Clerk of the City of Santa Monica not later than the
