IntroductlOn
ThlS report recommends that an assessment distrlct be formed to construct
concrete gutters on Colorado Avenue from Ocean Avenue to Lincoln Boulevard.
Background
Many of the streets in Santa Monica were constructed without concrete gutters
durlng the period from 1920 to 1950. The asphalt paving at the gutter 11ne
has severely eroded and is a continuous maintenance problem on these streets.
Slnce 1965 the City has constructed concrete gutters on most streets at City
expense as a part of the resurfacing program. The most recent streets where
this was done were Idaho from 4th to 12th and 23rd from Ocean Park to Ashland.
Because of the large numbers of streets which requlre lmprovements and because
the amount of repair work that can be done using gas tax funds has been
severely eroded by inflation, the staff believes that lt is necessary to assess
the costs of the gutters to property owners, and to retain the policy of the
City paying for the resurfaclng with gas tax funds. It should be noted that
the staff has been requiring concrete gutters to be installed by developers
since 1978 as a condition of approval.

The Improvement Act of 1911 provldes methods whereby all improvements
lncluding resurfacing, street llghts, street trees, curbs, sldewalks, gutters,
sewers and other improvements may be assessed to abutting property owners.
If the Councll adopts the polley of assessing for gutters, as recommended,
and a continuatlon of the POllCY of the City paying for resurfaclng, the
costs will be dlstrlbuted approximately 1/3 to the property owner and
2/3 to the City for a tYPlcal street. The assessments will be $5.00 per
foot or $750.00 for a typical commercial lot on Colorado (150 ft. frontage)
based on recent bids by private contractors.
Recommendation
It lS recommended that the Councll adopt the Resolution of Intentlon setting a
PubllC Hearing for March 25, 1980.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DECLARING ITS INTENTION TO CONSTRUCT
GUTTERS ALONG COLORADO AVENUE BETWEEN OCEAN AVENUE
AND LINCOLN BOULEVARD WITH THE CITY OF SANTA MONICA
WHEREAS, the Clty Council of the City of Santa Monlca is
empowered by Section 5870, et seq. of the Streets and H1ghways Code
of the State of California to construct gutters at var10US locations
within the C1ty of Santa Monica;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the publ1C 1nterest reqU1res and it is the
lntention of the Clty Council of the Clty of Santa Monlca to order the
following work to be done, to wit: The construction of concrete gutters
along Colorado Avenue from Ocean Avenue to Lincoln Boulevard all in the
Clty of Santa Monica. The estlmated assessment cost of the improvement lS
$5.00 per front foot.
SECTION 2. That said proposed work or lmprovement in the
opinlon of the Clty CounCll of the City of Santa ~onlca lS of more than
local or ordinary public benefit, and sald Council hereby proposes that
the district in the City of Santa Monlca to be benefited by said work or
improvement and to be assessed to pay the cost and expense thereof,
includes all of the property abutt1ng Colorado Avenue between Ocean Avenue
and Llncoln Boulevard.
SECTION 3. Notlce hereby lS glven pursuant to sald Sectlon
5870 et seq. that on March 25, 1980, at the hour of 7:30 p.m. 1n the
