Background At the March 24, Clty Council Meeting (Item 12-8), Staff was directed to return to CounCll wlth the necessary documents to change the status of lJashington Avenue on the 1995 Funct10nal Usage Study System from a minor arterlal to a local street, address the issue of traffic diverters on Washinton Avenue at 20th and 26th Streets, address posslb1e stop sign locat1ons, address the possi- bl1ity of returnlng Ca1ifornla, Idaho, and Washington Avenues to the1r status prlor to 1974-5, and lndlcate costs and possible funding sources. Washlngton, Californla and Idaho Avenues between 20th and 26th Streets are 40 feet wide from curb to curb. Washington Avenue has no stop slgns in the subject area. Ca1lfornla and Idaho Avenues have stop slgns 1n the east/west dlrect10n at every cross street except Idaho at 24th Street. Our records 1ndicate the locatlon of stop slgns on Washington, California and Idaho Avenues between Ocean Avenue and 26th Street have not changed since 1965. The exception was the ellmination of north/south stops on 9th, 10th, 12th, Euclld and 19th Streets at California. Our records indlcate there have never been east/west stop signs on Washington Avenue at Euclid, 16th, and 18th Streets. Washington Avenue 1S the only street of the three to be on the 1995 Functlonal Usage Study System. q/l q--Zf~r/ To: e Mayor and C1ty CounC1l -2- - Apnl 15, 1981 Staff has conducted traffic counts on all streets bounded by the area of 20th and 26th Streets, Montana Avenue and W1lsh1re Boulevard (Attachment 1). The attachment 1nd1cates relatively low traffic volumes on all the streets 1n the study area. The high trafflC volume (3815 vehicles per day) on 23rd Street .. . i4. rt ~'U't i. A relatively small percent of this traffic uses the residentlal streets and prlmarl1y 1S orlented to Wilshlre Boulevard. Speed Zone surveys for Washlngton Avenue conducted ln July, 1977, indicated 43 percent of the vehicles exceeded the 25 mph posted speed limit. Our latest speed zone survey conducted in August, 1980, indlcates 67 percent of the vehl- cles exceeded the speed 11mit. The critlcal speed has lncreased from 30 mph to 34 mph. The percent of veh1cles traveling in excess of 40 mph increased from 1 to 2 percent. Callforn1a and Idaho Avenues are not required to have speed zone surveys for they are not part of the Functional Usage Study System. The reported mldblock accldents on Washington Avenue between 20th and 26th Streets slgnificantly decreased ln 1980 compared to 1979. However, the reported acci- dents at lntersections lncreased. The largest increase was at the intersectlon of Wash1ngton and 26th Street. In 1972 there were 2 rlght angle type accldents and ln 1980 there were 5. Analysis of all the data indicates the problem lS vehicles traveling at excessive speeds, not heavy trafflc volumes. The most effective way of controlling speed is through enforcement. It is Staff's opinlon the installatlon of stop slgns would be 1neffective in reducing vehicle speeds and d1scourag1ng trafflc from travellng on Washlngton Avenue. The stop Slgns may reduce speeds near the stop signs but experience has shown the mldblock speeds increase. There is a high frequency of disregard To: e Mayor and Clty Counell -3- e Aprll 15, 1981 for the eXlst1ng stop slgns at the Washington Avenue croSs streets. If stop slgns are lnstalled on Washington Avenue and the present trend of dlsregard cont1nues, it may pose a potentially dangerous situatlon with chlldren crossing the street expecting vehlcles to stop. The problem of offset lntersectlons compounds the problem. We experience Our highest violation of stops and acci- dent rate at offset lntersections controlled by 4 way stops (l.e. Intersection of 4th and H1ll Streets). Of course, if barriers are lnstalled lt wlll reduce the problems significantly. The experlence of traffic d1verters or barriers 1n other citles 1S var1ed. Berkeley, California has a case before the State Supreme Court on whether or not a C1ty may legally install trafflc diverters. San Francisco and Manhattan Beach installed trafflc dlverters but removed them due to publ1C pressure. The success of traffic diverters depends upon the overall neighborhood where they may be located. Staff's contact w1th the resldents on Washlngton Avenue ind1- cates a maJor1ty in favor of the installatlon of traffic dlverters on a trial basis. There are some people who obJect to the idea (Attachment 2). Traffic diverters may ellminate most through traffic. The March 23 City Council Informat1on Item (Attachment 3) indicates the through trafflC percentage varles from 19 to 36 percent dur1ng peak periods. This indlcates a large percentage of trafflc travel1ng on Washington Avenue 1S or1ented 1n the neighborhood bounded by 20th and 26th Streets, and Montana Avenue and W1lshlre Boulevard. EX1st1ng traff1C counts 1nd1cate California Avenue may pick up the bulk of the diverted traffic. However, it 1S est1mated the increase of trafflc w1ll not adversely effect the neighborhood. Staff proposes the 1nstallat10n of traffic barriers for a 4 month trlal per10d on Washington Avenue to proh1b1t eastbound trafflc at 20th Street and westbound traffic at 26th Street. The estlmated cost 1S $5,000. These funds may be To: e Mayor and City Councll e -4- Aprll 15, 1981 approprlated from the General Fund. Staff wlll return to Councll after the four month trial perlod wlth a recommen- datlon on permanent installatlon, cost estimates and posslble funding sources. Staff wlll provlde pictures of the proposed barriers at the Council Meeting. Although Washlngton Avenue is on the 1995 Functional Usage Study System map, it lS not deslgnated as a part of the Federal Ald Urban System. Therefore, the removal of Washlngton Avenue will have no effect monetarlly to the Clty. Recommendatlon It is recommended Clty Council approve the followlng items 1. Adopt the attached Resolution removlng Washington Avenue between Ocean Avenue and Stanford Street from the 1995 Functlonal Usage Study System; 2. Instruct Staff to lnstall trafflC barrlers for a 4 month trlal period on Washlngton Avenue to prohibit eastbound traffic at 20th Street and westbound trafflc at 26th Street; 3. Instruct Staff to return after the 4 month trial period wlth recommendations on permanent installations, cost estimates and fundlng sources; and 4. We were not lnformed of the flrst meetlng on March 09, 1981 and I understand you dld attend that one. We dld get a notlce of the second rneetlng on March 16, 1981, not knowlng anythlng about the earller one. We were appalled by the fact that the two apparently ln charge, Mr. Turner and Mr. Gottlleb, would not conslder any alternatlves but a dlverter. What an eloquent word for an ugly barrlcade on our beautlful street at 20th and 26th streets on Washlngton Avenue. We, llke others, are strongly opposed to It. At the meetlng we attended they sald they would not submlt the ldea unless lt was agreeable to all concerned. We were not all agreeable, but lt was submltted to the Clty Councll and referred to you by them none the less. We are a home-owner and tax payer on the Northwest corner of Washlngton Avenue and 26th Street, and we resent a non-owner, WhlCh Mr. Turner lS, maklng our declslons for us. ThlS request does not represent all the people In the nelghborhood who wlll be affected by thlS declSlon. I thlnk the only constltutlonal and democratlc way to resolve thlS lS to put the declsion to all resldents In thlS area who currently use Washlngton Avenue. There lS trafflC of course, but most people who Ilve around here drlve care- fully and are aware of the chlldren and the nearby school. From: City Staff Subject: Washington Avenue Between 20th and 26th Streets Introduction This report advlses City Council of the existing traffic flow character- istics on Washington Avenue between 20th and 26th Streets. Background City Council is 1n receipt of a request from the Representative of the ~ashington Avenue People to address the problem of vehicles traveling at excessive speeds on Wash1ngton Avenue between 20th and 26th Streets. Washington Avenue, in the subJect area, is 40 feet from curb to curb. There are no stop signs between 20th and 26th Streets. There 1S one crosswalk lo- cated at 24th Street as part of the recommended safe school route for chil- dren attendlng Franklin Elementary School. The posted speed 11mit is 25 mph. Staff has conducted surveys during the peak traffic hours to determlne the percentage of vehicular traffic entering Washington from either 20th or 26th Street and traveling the entire seven block stretch without turning onto a slde street (attachment). The survey 1ndicates between 19 and 36 percent of the Washington Avenue Traffic is through traffic. The balance of the trafflc is oriented to the residential neighborhood bounded by Montana Avenue to the north, Wilshire Boulevard to the south, 26th Street to the east, and 20th Street to the west. TrafflC counts 1n the stUdy area indicate 24 hour two way trafflc volumes on Washington, east of 20th Street, of 2,306 vehlcles; and 2,555 veh1cles west of 26th Street (attachments 2 & 3). Attachments 4 and 5 graph1cally dlsplay To: Mayor and City~unCil -2- e March 23, 1981 the traffic volumes entering the study area (the lower line on the graph) compared to the volumes exiting the study area (the upper line on the graph). The difference between the upper and lower lines indicates traffic oriented to the aforementloned residentlal nelghborhood. The lower llne indicates the mixed use of Washington by both through and residentlal traffic. Staff is in the process of updatlng the speed zone surveys for the City. All of the east-west surveys are older than 5 years, therefore, the police cannot enforce the speed limits on these streets by radar. An informal speed zone survey was conducted on Washington Avenue in July, 1977. The survey lndicated 43 percent of the vehicles exceeded the posted speed limit, 25 mph. The survey indicated 1 percent of the vehicles traveled in excess of 40 mph. COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, REQUESTING APPROVAL OF A DELETION FROM THE 1995 FUNCTIONAL USAGE STUDY SYSTE~l. WHEREAS, T1tle 23. U.S. Code Sect10n l03(ct)2 states that: after June 30. 1976, the Federal-Aid Urban System shall be located 1n each urban1zed area and such other urban areas as the State Highway Department may deslgnate and shall cons1st of arter1al routes and collector routes, excluslve of urban extensions of the Federal-Aid Prlmary System. The routes on the Federa1-A1d Urban System shall be des1gnated by appropriate local off1cials WIth the concurrence of the State H1ghway Department, subject to the approval of the Secretary and 1n the case of urbanized areas shall also be 1n accordance wlth the planning process requlred pursuant to the provlsions of SectlOn 134 of thls Tltle, and WHEREAS. the 1973 Federal-Aid Hlghway Act Sectlon 1480 states that Federal-A1d systems realignment shall be based upon antic1pated functlonal uSdge in the year 1995 or a planned connected system; and WHEREAS. the 1995 Functlonal Usage Study wlll serve as the basl~ for determlning eliglb71ity for Federal-A1d ~ystems and has served as the bas75 for \"equestlng streets to be on the Federal-Ald Urban System. and WHEREAS, the approval of the 1995 Functional Usage Study will not preclude future adjustments of str'eet classiflcatlOr1S due to changlng popu~ latlon, travel, and land use; and WHEREAS. the Functional Usage Study Map is cons1stent wlth the . . 1995 FunctlOnal Usage Systems of cont1guous JUrlSd1ctlOns and lS satlsfactory to the Californla Deparbnent of Transportat10n; and WHEREAS, streets shown on the approved 1995 Functlonal Usage Study or proposed amendments thereto, as arter1als or collectors, are el1g1ble for lncluSlon in the FAU System of H1ghways~ and WHEREAS, the street 1nd1cated with shaded lines on the attached n~p 1S shown on the 1995 Functlonal Usage Study and is classlfled as a mlnor arterlal, and WHEREAS. and has been designated as a Federal-A1d Urban Route, NOW, THEREFORE.
