Background The attached ordlnance lncorporates the reconrnended lnCreases In the charge per month for on-site refuse collectlon. If any sectlon, subsectlon, sentence, clause or phrase of thlS ordlnance 1S for any reason held to be inval1d or unconstitutlonal by a declSlon of any court of co~?etent Jurlsdlctlon, such ceclslon shall not affect the valldlty of the remalnlng portlons of the ordlnance. The Clty Council hereby declares that It would have passed thlS orClnance and each and every seetloD, subsectlon, sentence, clause or nhrase not declared lDvalld or unconstltutlonal wlthout regard to whether any port~on of the ordlnance would be subsequently declared lnvalld or unconstltutlonal. SECTIO~ 4. 'I'he L-iayor shall slgn and the City Clerk shall attest to the passage of this ordl~ance. The Clty Clerk shall cause the saQe to be published once In the offlcial newspaper wlthln flfteen (15) days after lts adoptlon. This mea~s that different a('eas of t~e same function are approved by diffet'ent people \'Iith~ perp3.p5, different v;e1,.'s. These requh'e,nents are set forth in the j-!unicijJal _ Code and thus cannot be c~ang2d adQinistratively.
