Introduction
C2ty Staff 2S recommenolng a 15% lncrease in refuse rates for
FY 82-83 as a means of partially offsetting an anticipated deflclt
In the Refuse Fund. As an example, thlS will result in an 2ncrease
ln monthly rates frow $6.25 for a single fa~lly residence to $7.20
and fro~ $3.80 for a 2-50 un~t apartment complex to $4.&0.
Background
At the June 8 Budget Study seSSlon, the Counell rev~ewed a
report outlinlng means to offset an anticlpat~d June 30,1983
deflclt of $1,005,220 in tLe Refuse Fund. ThlS fund covers refuse
collectlon, recycllng and street sweeplng costs. Briefly the
report gave the following reasons for ~he expected deficit:
1) Lag between recelpt of flrst revenues and operatlng expenses
when the fund was establlshed in 1979 (approximately $185,000);
2) Delays in bllllng previously author~zed rate increases
(approxlmately 52u07000);
3} Increase in Administratlve IndirGct costs In 1982-83 ($281,190).
4) Increase lTI dump fees ($50,000);
5) Def~clt In curbside recycling program ($lOO,OOO);
6) Other cost lncreases (~OU settlements, fuel costs, bln costs,
etc.) (approximately $lB9,030).
Proposal
A three step plan was proposed to deal with the deficit as an

alternatLve to the $1,005,220 transfer froD the Sewer Fund which
was orlgina11y proposed in the 1982-.83 budget.
1) Transfer $385,000 from the Sewer Fund to the Refuse Fund
as a nO-lnterest loan to be repa~d over three years.
2) Reduce the 19B2-83 Refuse budget request by $275,OOO~
3) Implement a 15% rate lncrease to generate approxlmately
$449,000 1n FY 82-83. ThlS amount wlll be sufficient to
cover the remaining deflclt as well as make the first
repayment lnstallment to the Sewer Fund.
Recomwendation
After discusslon ~lth the Councll, the flrst two recommenda~ions
were lncorporated in the amended budget WhlCh was approve~ on
June 22, 1982.

THE CITY OF SANTA MONICA REVISING

WHEREAS, Municipal Code Section 5233 allows fees for
general City sanitation services to be set by resolution; and
WHEREAS, Municipal Code Section 52280 allows fees for
City sanitation bin rental and roll-out fees to be set by
resolution; and
WHEREAS, a study has determined the need to increase
an sanitation fees; and
WHEREAS. the fees established by this resolution are no
more than necessary to recover the costs of the services
provided,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The charges for sanitation collection, as
provided for in Municipal Code Section 5233, shall be as follows:
