Award of Contract for the Reconstruction of Palm Ave,
Woodlawn Cemetery.
INTRODUCTION
This report recommends that the City Council award a contract for
the reconstruction of Palm Avenue from Delaware Avenue to Myrtle
Avenue, all within Woodlawn Cemetery, to Excalibur Contracting,
Inc., the lowest responsible bidder, in the amount of $22,250.00.
BACKGROUND
On May 28, 1988, the City Council authorized the sale of Cemetery
property located at 1747
Fifteenth street to COIlllllunity
Corporation of Santa Monica for the development of affordable
housing. The property is currently used for the storage of dirt
which will be used to create 406 additional burial sites in the
Cemetery as previously approved by Council. until the dirt is
removed, development of the property cannot proceed.
The amount of $81,000 was appropriated by Council on May 28 from
Cemetery reserves to fund the construction of a dirt storage bin,
to move the dirt from 1747 Fifteenth Street, and to reconstruct
Palm Avenue to redirect drainage away from Myrtle Avenue, which
is being closed between Palm Avenue and 14th street to create the
additional burial sites. CUrrently, storm water drains from Palm

Avenue to Myrtle Avenue and then out on to 14th street. In order
to have proper drainage for the Cemetery once Myrtle Avenue is
closed, Palm Avenue will be reconstructed to direct the flow of
water from Palm Avenue to Delaware Avenue and then out to 14th
street.
A Notice Inviting Bids was published on october 11th, 12th and
13th, 1988. Plans and Specifications were issued to five
contractors and seven construction advertising services which
advertise to minority contractors. Five bids were received and
read publicly by the Deputy City Clerk on November 11, 1988.
Bids received included:
1. Excalibur Contracting, Inc. $ 22,250.00
2. Excel Paving Company $ 26,100.00
3. Shawn an Corporation $ 27,498.00
4. Cal Asphalt, Inc. $ 30,786.00
5. Sully-Miller Contracting Co. $ 30,786.00
Engineer's Estimate $ 25,000.00
The city has checked the low bidder's references and found them
to be satisfactory.

BUdget/Financial Analysis
Appropriation authority in the amount of $25,590 is available in
account number 37-710-641-000-904, Cemetery Improvements.
Recommendation
It is recommended that the City Council:
1. Award a contract for the reconstruction of Palm Avenue
between Myrtle Avenue and Delaware Avenue, all within
Woodlawn Cemetery, to Excalibur Contracting, Inc. in the
amount of $22,250.00.
2. Authorize the Utilities Manager to issue any change orders
necessary to complete additional work as required in an
amount not to exceed the funds available in conformance with
the Administrative Instruction on Change Orders.
