SR-503-001-03 (8) e - liD 503-00/-03> NOV 22 1977 Santa Monlca, California November 14, 1977 TO: Mayor and City Council FRm~: Ci ty Staff SUBJECT: Recommendations for Changes in Refuse Collectlon Ordinance Introduction This report recommends that the Refuse Collection Ordinance be modified to provide that owners of multiple residential unit buildings with SlX units or more be required to have bin container service. It also recommends changes which will require that a discharge shutoff system be installed in all bUlldings with refuse chutes. Background At the present time, the City offers refuse service to multiple residential units, and it is the option of the property owner whether or not they wish to provide thelr own containers (garbage cans) or if they wish to rent larger bin containers from the City. For duplexes and residential units up to approximately $lX units, cans are a satisfactory method of containing the refuse while it awaits collection. For larger residential complexes, the number of cans becomes so large that it is inefficient for the City and unsightly to residents for the property owner to use cans as opposed to bins. Therefore, it is proposed to establish a limlt on the number of units where property owners may use cans for refuse and to reaUlre that the owners subscrlbe for bin service if the number of units is In excess of this limit. This proposed change will affect approximately 500 residential units (about 70-80 customers). Many multiple residential and office buildlngs have been and are being designed with refuse collection chutes. Some of these systems have a shutoff gate at the bottom which can be closed by the refuse workers when they come to empty the bin. On the buildings WhlCh do not have these shutoff gates. the refuse frequently backs up in the chute and falls on the floor when the bin is removed for emptying. creating a great deal of extra unnecessary work to clean up the refuse. There are several manufacturers of these gates and the installed costs for them dre from $250 to $700 as shown on the attached sheet. This problem only exists for the Clty when there is on-site refuse collection. Therefore. it is recommended that such systems be made a condition of on-site collection by the City.- If the owners of the buildlng wish to take the responsibility for pushing the bin out to the alley, there would be no changes required. Recommendation It is recommended that the City Attorney be instructed to prepare modifications in the Refuse Ordinance to require that bins be required for residentlal com- plexes with six units or more and to require dlscharge shutoff systems for all new buildings with refuse chutes and for all existing buildings with chutes within the next six months, as a condition of on-site refuse service.
