Backqround The rehabilitation of pica Boulevard from 28th Street to Centinela Avenue was approved by the City council in FY 1985-86 as a Federal Aid Urban capital project improvement. The project includes the construction of concrete bus pads, gutters, curbs, and curb ramps at various locations, and asphalt concrete resurfacl.ng. The reconstruction project is being financed approximately 86% by Federal Aid Urban funds and 14% from the city's Gas Tax Fund. The Federally-funded portion of the project will be a combination of City of Santa Monica and County of Los Angeles FAU allocations. An assessment district, approved by the city Council on January 28, 1988, was established whereby commercial property owners benefitting from the street resurfacing and gutter construction will be assessed for a portion of the cost. ~APR 2 ~ e e Residential property owners will not be assessed. Approximately $47,075 will be generated from the assessment district to offset the City's General Fund contribution. A Notice Inviting Bids was published on March 6 and 7, 1989, in the Evening Outlook and in four construction journals. Bidding documents were also forwarded to seven minority/women contracting associations. Bidding packages were requested by six contractors. The bids were received, opened and publicly read by the Deputy city Clerk on March 31, 1989. six bids were received as follows: sully-Miller Contracting Company Fecit strata Construction Excel Paving Company Excalibur Contracting, Inc. Bay District Paving Company $233,201 238,942 242,647 241,632 252,285 268,610 SUlly-Miller Contracting Company submitted the lowest bid, however, the WMBE subcontractors were not listed on the proper form. within twenty-four hours of the opening, the correct form was submitted. In accordance with the bid instructions, staff has determined this is a minor irregularity and does not warrant rejecting Sully-Miller's bid. recommendation. Caltrans concurs with this SUlly-Miller has successfully completed other projects for the City. e e Financial Impact Funds Required Contract $233,201 Contingencies 23,329 Total Funds Required $256,530 Appropriation authority is available in Account No. 43-770-421-000-951 ($220,615.80) and 01-770-421-000-951 ($35,914.20). Revenue received from assessment will be deposited into Revenue Account 01-906-124-000-000. Recommendation It is recommended that the City Council: 1. Award a contract for the rehabilitation of pico boulevard from 28th street to Centinela Avenue to Sully-Miller Constracting Co., the lowest responsible bidder, in the amount of $233,201; and 2. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
