Subject: Removal of Streets from the 1995 Functlona1 Usage Study System
Introduction
ThlS report recommends Clty CounCl1 adopt a resolutlon removing several reSl-
dentlal streets from the 1995 Functional Usage Study System.
Background
The Callfornia Vehlcle Code (Sectlon 40802) deflnes a speed trap as a particu-
lar section of roadway wlth a prima facie speed limit WhlCh speed llmit lS not
Justlfied by an englneerlng and traffic survey conducted wlthln five years prlor
and where enforcement involves the use of radar to measure traffic speeds. Local
streets are exempt from these provlslons. Local streets are deflned by the
latest functional usage and federal-dld system maps as submitted to the Federal
Hlghway Admlnlstratlon (Attachment l). The definltion of a local street 1S
"a street Wh1Ch primanly prov1des access to abutting residentla1 property."
Staff proposed to remove several streets now part of the 1995 Functlonal Usage
Study System (FUSS) Map as either collector streets or minor arterla1s. Staff
proposes to remove the following streets from the 1995 Functional Usage Study
System (FUSS) Map: Ashland Avenue between Lincoln Boulevard and 23rd Street,
Dewey Street between Robson Avenue and 23rd Street, Robson Avenue between
17th Street and Dewey Avenue, Marine Street between 17th Street and Neilson
Way, 4th Street between Ocean Park Boulevard and the South City lim1ts, Pearl
Street between L1ncoln Boulevard and Centinela Avenue, Marguerlta Avenu~ between
Ocean Avenue and 7th Street, Stanford Street between t10ntana Avenue and Colorado
Avenue, H1ghland Ayen~e between Pier Avenue and the South City limits, Pier
Avenue between 6th Street and Highland Avenue, 6th Street between Ashland Avenue

Ocean Park Boulevard and Marine Street, 17th Street between Pearl Street and
Marine Street, Ho111ster Avenue between Main Street and Neilson Way, Ashland
Avenue between Main Street and Nellson Way, and Californla Avenue between
Ocean Avenue and 3rd Street.
Although all of these streets are on the 1995 FUSS Map as either collector
streets or minor arterials, they are not adopted Federal-Aid to Urban (FAU)
streets. In additlon, these streets prlmarl1y provide access to abuttlng
residential property. The removal of these streets wlll have no financlal
lmpact on the City. Gas tax funds may be used for any future repair or re-
surfaclng projects. The major advantage wlll be the elimlnation of the re-
qUlrement of conductlng an engineering and traffic survey of these streets.
Staff believes the physical characteristlcs of the proposed streets are the
same as a local street. The requirement of an englneerlog and trafflc survey
may force the Clty to post a higher speed llmit than desirable for a reslden-
tial nelghborhood in order to use radar enforcement.
Recommendation
It 1S recommended City Councl1 adopt the attached Resolution removlng several
streets from the 1995 Functional Usage Study System Map.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA, COUNTY OF LOS ANGELES,
STATE OF CALIFORNIA, REQUESTING APPROVAL
OF A DELETION FROt4 THE 1995 FUNCTIONAL USAGE
STUDY SYSTEN.
WHEREAS, Title 23, U.s. Code Section l03{d)2 states that: after
June 30, 1976, the Federal-Aid Urban System shall be located 1n each urbanlzed
area and such other urban areas as the State Highway Department may designate
and shall consist of arterial routes and collector routes, exclusive of urban
extensions of the Federal-Aid Primary System. The routes on the Federal-Aid
Urban System shall be deslgnated by appropriate local officlals with the
concurrence of the State Hlghway Department, subject to the approval of the
Secretary and in the case of urbanized areas shall also be in accordance wlth
the planning process required pursuant to the provisions of Section 134 of
thlS Title; and
WHEREAS, the 1973 Federal-Ald Highway Act Sectlon 1480 states that
Federal-Aid systems reallgnment shall be based upon anticipated functlonal
usage in the year 1995 or a p1anned connected system; and
WHEREAS, the 1995 Functional Usage Study wlll serve as the basis
for determinlng eliglbility for Federal-Ald Systems and has served as the basis
for requestlng streets to be on the Federal-Aid Urban System; and
WHEREAS, the approval of the 1995 Functional Usage Study wlll not
preclude future adJustments of street classiflcations due to changing popu-
latlon, travel, and land use; and
WHEREAS, the Functional Usage Study Map is conslstent wlth the

1995 Functional Usage Systems of contiguous jurisdictions and 1S satisfactory
to the California Department of Transportation; and
WHEREAS, streets shown on the approved 1995 Functlonal Usage Study
or proposed amendments thereto, as arterials or collectors, are eligible for
inc1uslon in the FAU System of Highways; and
WHEREAS, the streets indlcated wlth shaded lines on the attached
map are shown on the 1995 Functional Usage Study and are classified as minor
arterials; and
WHEREAS, these streets have been deslgnated as Federal-Ald Urban
Routes,
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. That this Council will request approval to delete the
streets indicated w1th shaded llnes on the attached map, now designated as
minor arterials or collectors, from the 1995 Functional Usage Study System
as forwarded by the City to the California Department of Transportation.
SECTION 2. The City Clerk shall certlfy to the adoption of thlS
resolutlon, and thenceforth and thereafter, the same shall be in full force
and effect.
