Introduction
This report transmlts the a~tached ordinance
for first reading and public hearing. The ordinance makes
ce~taln requirements for refuse collectlon In multlple
resldentlal unlts and in all buildlngs wlth refuse collectlon
chutes..
Background
The Clty Council requested the Clty Attorney to
draft the attached ordinance at its meeting of November 22,
1977. The attached ordinance requires all owners of
multlple residential dwellings containing in excess 0= ten
unlts to-discontinue the use of garbage cans and to utllize
rubblsh blns provided by the City. The ordinance further
reqUlres that all buildlngs equlpped with refuse collectlon
chutes to also provide discharge shut-off systems for such
chutes. In the case of new buildings, such shut-off systems
must be provided at the tlme of construction; ~n the case

of ex~st~~g bu~ldings, such shut-off systems must be provided
w~th~n s~x months from the effect~ve date of the-attached
ordl~ance. In the event that the shut-off system ~s not so
provided, the C~ty may refuse to coll~ct rubbish from the
slte.
Wlth regard to both of the requlrements of the

attached ordinance, hardsh1p cases may be processed through
the L~cense Revlew Board which, if lt finds a hardship to
exist, may wa~ve the requlrement~ of the ordlnance 1n
lndlvidual cases.

~nformat1on purposes.
Alternative Solutlons
The Clty Councll may adopt the attached ordlnance,
may adopt the attached ordlnance as modif1ed, or table the
ordlnance altogether.
Recormnendatlon
It lS respectfully recommended that the Clty council
~ntroduce the attached ord~nance for flrst readlng and hold
a public hearing thereon.
