Subject: Community Recycling Grant
Introduct1on
This report describes the current status of the Recycl1ng Grant the City appl1ed
for in January, 1980 for the purpose of funding a Recycling Program Feasibil1ty
Study and requests the City Counc1l authorize, by resolut1on, entering into a
contract with the State Solid Waste Management Board to perform the study.
Background
In December, 1979, C1ty Councll authorized Raymond Vall and Associates of
Sacramento to prepare a grant appl1cation for a feaS1bil1ty study of the
var10US recycling options ava11ab1e to the City. The State S011d Waste Manage-
ment Board awarded $34,700 to Santa Monlca on May 1,1980. Th 1 S grant wi 11
fund the entire study.
Between now and June 1, staff will prepare an RFP and rece1ve proposals from
1nterested consultants. It is proposed a consultant be chosen by City Counc1l
at e1ther the second meeting 1n June or the first meeting 1n July. The study
15 expected to take 18 weeks to complete. In order to begln this study, the
attached Resolution must be adopted by C1ty Council author1z1ng the C1ty Manager
to enter into a contract with the Solid Waste Management Board.

Recommendation
Staff recommends the Clty Council approve the Resolutlon authorlzing the Clty
~~anager to enter lnto a contract with the Solid Waste r1anagement Board to
perform a study to evaluate a comprehenslve recycling plan for Santa Monica.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH THE STATE SOLID WASTE MANAGEMENT BOARD
TO PERFORH A STUDY TO EVALUATE A COr~lIiUNITY RECYCLING PROGRAM
WHEREAS~ The Solid Waste Management Board has offered resource
recovery grants to assist and encourage proJects which Dromote the recovery
of resources and energy from waste~ and
WHEREAS~ The Clty of Santa Monica was awarded $34,700 on May 1,
1980~ from this grant program to perform a feaslbillty study for a Communlty
Recycllng Program,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council of the Clty of Santa Monica
authorize the City Manager to enter into a contract wlth the State 50110 Waste
Management Board to perform a Community Recycling Feaslbll1ty Study.
SECTION 2. That the City Councl1 designate the City Manager as the
authorized representative of the Clty of Santa Monlca to act In connectlon with
the study and to provlde such addltional lnformatlon as may be requlred.
SECTION 3. The Clty Clerk shall certlfy to the adoption of thlS
resolution, and thenceforth and thereafter the same shall be in full force and
effect.
