Revisions to Refuse Collect1on Hours
Introduction
This report recommends that the City Attorney be 1nstructed to
make modifications to the Municipal Code to revise the
limitations on early morn1ng refuse collection.
Background
The Santa Mon1ca Munic1pal Code, Sect10n 5237C) specifies that
refuse collect10n 18 prohibited between 10:00 p.m. and 6:00 a.m.
except in Ml and HZ zones.
Refuse in all res1dential zones is
collected by C1ty refuse serV1ces wh1ch begins at 7:00 a.m.
Monday through Saturday.
City staff has received complaints from
res1dents who l1ve near commercial establishments regard1ng the
noise generated by private collectors who start collection at
6:00 a.m..
Staff recommends that the restr1ction on trash
col1ect10n be changed from 10:00 p.m. to 6:00 a.m., to 10:00 p.m.
to 7:00 a.m.) except 1n M1 and M2 zones.
Staff believes that it 1S not adv1sable to place add1t10nal
restr1ct10ns on collection hours in the Ml and MZ zones or to
l1m1t the collection on residential zones to a t1me later than
7:00 a.m. because of the adverse affect that add1t1onal
restrict10ns would have on peak-hour traff1c.
Collect1ons 1U the
M1 and MZ zones generally involve large containers and can
adversely affect traff1c 1f done during periods of higher traff1c 11-1?

Restr~ct~ons 1n other areas for start1ng t1mes later
than 7:00 a.m. will necessarily require refuse trucks be on the
road at times when streets are already heav~ly traveled and will
add to congest~on problems.
Also, collect~ons will take longer
and cost more and result 1n higher costs to consumers.
This change in time restr1cting refuse collection will not
signif~cantly impact the City's refuse collection serV1ce.
