Shut-off Systems for all BU11dings with
Refuse Col1ectlon Chutes
Introductlon
ThlS report tranSffilts the attached ordlnance
for relntroductlon for flrst readlng and pub11C hearlng.
Background
The attached ordlnance was given a flrst readlng
and pub11C hearlng on December 13, 1977. The attached
ordlnance requlres all owners of multlple resldential
dwel1lngs contalnlng In excess of ten units to dlscontlnue
the use of garbage cans and to uti1lze rubblsh blns
provlded by the Clty. The ordInance further requlres that
all bUlldlngs equlpped wlth refuse collectlon chutes,
WhlCh chutes are ln excess of ten feet from the street or
alley to also provlde dIscharge shut-off systems for
such chutes.
In the case of new buildlngs, such shut-
off systems must be provlded at the time of constructlOnj
In the case of eXlstlng bUl1dlngs, such shut off systems
must be provlded within SlX months from the effectlve date
of the attached ordlnance.

WLth regard to both of the reqUIrements of the
attached ord~nance, hardsnip cases may be processed
through the License Revlew Board wh~ch, if It flnds
a hardshLp to eXIst may wa1ve the requ1rements of the
ordlnance In lndlvldual cases.
