SUBJECT: Recommendation to Approve Application Submitted for
State-Local Transportation Demonstration Program Funds
INTRODUCTION
This report recommends that the city Council approve an application
for funding under the State-Local Transporation Demonstration
Program, authorized by Senate Bill 140 in 1988.
BACKGROUND
In 1988, the State Legislature approved Senate Bill 140 which
created a program designating $300 million for local city street
improvements. The intent of the bill was to initiate a new state-
local partnership for financing transportation improvement projects
which would provide economic and transportation benefits for the
state. The Legislature intends to appropriate a maximum of $300
million dollars for this program by June 30, 1990.
Caltrans Headquarters, Division of Local Streets and Roads is the
agency responsible for compiling the list of eligible projects.
For a project to be eligible for funding, it must be locally
constructed and an improvement project on a local road, state
highway, or exclusive mass transit guideway.
In addition, the
completed project must be a usable road segment which increases
capacity,
extends
service
to a new
area,
or,
through
rehabilitiation, extends the useful life of the roadway.

In accordance with these eligibility requirements, staff requested
funding for the rehabilitiation of pico Boulevard from Cloverfield
to 28th street. This project is currently one of the primary
streets to be resurfaced as a part of the revised FY1990-91 street
Resurfacing Program. Due to the high cost of rehabilitation of a
street, staff was attempting to prolong the life of the street
through resurfacing. With the addition of the 8B140 funds, the
street can be reconstructed which will add many more years to the
life of the street. staff proposes that the estimated project cost
of $340,000 be funded equally from 8B 140 funds and a portion of
those general revenue funds which are usually appropriated for the
annual street resurfacing program. Commercial property owners
would be assessed for a portion of the costs financed by the
General Fund.
The deadline for submission of the application to Caltrans was June
30, 1989. Due to late receipt of program information, staff
completed and submitted the application without Council
authorization. It is necessary for Council to ratify staff's
action by adopting the attached resolution which has been requested
by Caltrans.
BUDGET/FINANCIAL IMPACT
Total project costs for the rehabilitation of pi co Boulevard are
estimated at $340,000. Senate Bill 140 requires a 50% match by the
local agency which would require the City Council to appropriate
$170,000 of General Fund revenues. Commercial property owners

would be assessed for street resurfacing costs at approximately
$10.00 a lineal foot, which would reimburse the General Fund in the
amount of $35,000.
The state Legislature has not yet funded this program.
Upon
notification by the state that the program was funded and the
City's proposed project is eligible for the funding, it will be
necessary for City Council to appropriate funding for the project.
However, staff anticipates that the appropriation request will be
included as a part of the FY1990-91 budget process.
RECOMMENDATIONS
It is recommended that City Council adopt the attached resolution
approving the application submitted for state Senate Bill 140
state-Local Demonstration Program Funds.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING APPROVAL
OF THE SENATE BILL 140 APPLICATION
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Santa
Monica is aware of and endorses the Senate Bill 140 Application
(IISB 14011).
SECTION 2.
The City Council of the city of Santa
Monica is aware of and supports the Rehabilitation of pica
Boulevard from Cloverfield Boulevard to 28th Street.
SECTION 3.
The City Engineer of the City of Santa
Monica acted within his authority in submitting the S8 140
Application on behalf of the City.
SECTION 4.
The City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
