Var~ous Street Segments
Introduction
ThlS report recommends C~ty Councl1 instruct the C1ty Attorney to
prepare an ordlnance establ~shlng speed llmlts on varlOUS city
street segments~
Background
The State of Callfornla requ1res tnat an eng~neer1n9 and trafflc
survey be ta ken every 5 years on all streets lndlcated on the
Clty'S select street system map (see attached) to Justify the
posted speed Ilmlt~ If an englneerlng and trafflc survey 1S not
completed every f~ve years lt lnhlblts the Clty'S ab~llty to
enforce and prosecute 'illolatlons~ Radar enforcement lS
speclf1cally prohlblted on any street segments wltnout a current
englneerlng and traff1c survey~ The only except10n to these rules
are local res1dentlal streets not wider than 40 feet curb to
curb.
An englneerlng and traff1c survey cons1sts of the sampl1ng of
veh1cles 1n a free flow condltlon to determlne tne prevalllng
speed at WhlCh vehlcles travel along a speclflc street segment,

the accident rate for the same street segment and any unusual
condItIons sucn as public faCilIties, curves on narrow traffic
lanes which may be along tne specifIc street segment. All of
these factors are taken Into consIderation in determlning the
approprIate speed lImIt for a street segment.
In the 1985-cl6 FIscal year the City budgeted funds for a
consultant to update the engIneering and traffl.c surveys on 64
street segments CItywIde. Tne current englneerl.ng and traffl.c
surveys expIred on the east/west streets at tne end of July and
on the north/south streets at the end of August, 1985. rhe
engineering and trafflC surveys have been completed for all 64
street segments.
The reVIew of the engIneering and traffIc surveys indIcates that
there are varlOUS street segments that requIre changes of the
eXlstlng posted speed 11.ffiltS to conform Inth the prevIously
dIscussed requIrements establIshed by the State of Californla for
the posting of speed 11mIts. The follol'nng is a 11st of the
street se':3ments, the eXlstIng posted speed lImIt, the 50th and
85tn percentlle speeds and the recommended posted speed lImIt:

It should be noted that there nave been many stud~es as to the
effect of post~ng var~ous speed l1m1ts along a spec~flc street on
the speed at wh~ch veh1cles travelw The results of these stud~es
~ndlcate that the vast maJor1ty of vehicle dr~vers travel at a
prudent speed WhlCh they bel~eve 1S safe and that the changing of
the posted speed 11mlt has 11ttle or no affect as to the speed
wh1ch they travelw
As recommended, the street segments of Santa Mon1ca Boulevard
between L1ncoln and Centlnela and Ocean Park between 25th and
Centlnela have posted speed 11ffiltS much less than the 85th
percentlle {more than 5 mlles per hour less)w It 1S staffls
oplnlon that these two street segments have a relat1vely large
number of pedestrIan crOSSIngs at uncontrolled intersectIons or
mldblock crOSSIngs and, therefore, that these segments warrant a
lower posted speed IlIllltw
