Council Meeting: May 10, 1988
MAY 1 0 1988
Santa Monica, California
TO:
Mayor and city council
C
./
FROM: City Staff
SUBJECT: Recommendation to Amend sections of the Santa Monica
Municipal Code Regarding Refuse Collection
Introduction
staff requests that the City council direct the city Attorney to
amend, add to, or delete several sections of the Santa Monica
Municipal Code pertaining to refuse collection and recycling
activities.
These revisions will update the Code to reflect
necessary operational changes already implemented.
Background
Sections 5200 through 5233 of the Santa Monica Municipal Code
address the city's requirements for refuse collection and
disposal. Changes in the City'S refuse operation and heightened
awareness of recycling and the effects of toxic substances have
made many of these code sections obsolete.
The fallowing are
among the needed changes.
-The Santa Monica Municipal Code Sections 5228 A and B make the
distinction between wet garbage and dry refuse, even though the
city no longer collects these materials separately.
-Code Section 5229 currently makes no reference to the City' 5
recycling program and does not state that recyclable materials
separated for collection by the City may not be scavenged.
-Updated references to prohibit toxic materials in the waste
stream should be added to the Code.
