Introduction
Th1S report prov1des background and recommendat1ons regarding the
ponding of storm drain effluent on the beach from the Pica Kenter
storm dra1n.
Background
In August, 1985, concerns were raised regard1ng the ponding of
storm drain effluent on the beach from Pico Kenter storm dra1n.
A
task
force
was
established
to
st udy
the
problem.
Representatives from the County Department of Publ1C Works (Flood
Control D1vision), Los Angeles C1ty Engineer1s Off1ce, the County
He al t h

Bo a r d ,
Counc1lman Braude's Office and the C1ty of Santa Monica formed
the task force. The D1rector of General Services Stan Scholl was
the Cha1r.
The task force studied a number of alternatives
ranging from fencing the area where ponds occurred (lowest cost
alternat1ve) to extend1ng the P1CO Kenter Storm Drain (highest
cost alternative at over $1,000,000).
Tests were conducted to
determine if there were any 1llegal connections or breaks in
sewer l1nes that were possibly leak1ng into the storm dra1n. None
was found.
The consensus of the group was that the contaminat1on
1S due to animal feces and that control at the source is not
practl.cal.

The task force met monthly and after 4 meetings it was the
unan~mous conclus~on that the most feas~ble solut10n of the
problem was to construct a small pump~ng fac~lity and pipel1ne
from the Pico Kenter storm drain to the nearest tributary l1ne to
the Ashland Avenue storm drain, and to pump the low flow effluent
to this drain so it will not pond on the beach at the foot of
P1CO Boulevard.
The est1mated cost of this ~s approx1mately
$225,000.
The task force d1scussed poss1ble funding sources.
The Ci t Y 0 f
Santa Mon1ca staff proposed that the cost be sp11t equally among
the C1ty of Los Angeles, the County of Los Angeles, and the City
of Santa Monica.
The County of Los Angeles ind1cated that they
would be willl.ng to pay 1/3 of the cap1tal cost, as well as
design and maintain the facility.
The Los Angeles Clty Engineer
indicated that they would not recommend partic1pat1on in the Pica
Kenter Storm Drain improvements S1nce 1t it their op1n1on that
this 1S the County and City of Santa Monica's responsib~11ty.
Budget/F~nancial Impact
If negot1atl.OnS are successful w1th the C1ty of Los Angeles and
the County to share equally in the cost of this proJect, Santa
Monica wl.ll need to appropriate approximately $75,000 for l.ts
share of the project. Funds are ava11able in the Wastewater Fund
balance to finance this appropr1at~on.

Recommendation
It is recommended that the Mayor be authorized to send a letter
to the Los Angeles C1ty Counc~l requesting that the C1ty of Los
Angeles pay for 1/3 of the capital cost of the P1CO Kenter storm
drain improvements s~nce approximately one half of the drainage
area to this storm drain is in the City of Los Angeles and S1nce
several hundred thousand beach users are residents of the City of
La s An gel e s .
