to the State Solid Waste Management Board
Introductlon
ThlS report describes the Litter Control Grant Program and recommends the
C1ty Counc1l aporove by resolution the submlssion of a grant application
Background
The State Solid Waste Management Board is once agaln solicit1ng proposals for
the 3rd year of its 5 year Lltter Control Grant Program. The grant amounts
are pre-determ1ned by SWMB and are based on populatlon and road m1leage. Even
though the grant funds are already allocated, a L1tter Control Grant applieat10n
1S required before the grant wl11 be awarded. The appllcatlon thlS year must be
submitted by December 15, 1980.
In the flrst 2 years of the grant program, the City was awarded a total of 514,981.
The work accomplished wlth these funds to date has been ln the followlng areas:
1. Lltter Law Enforcement - Identificatlon and enforcement of litter
law v1olat1ons. Property owners are cited for lltter vlolations
and glven a notice to remove the lltter. If they do not, C1ty crews
clean up the property and the m<rner 15 charged for the serV1ce.
2. Manual pick-up of lltter in problem areas of the City - especlally
on beach parking lots during the summer months.
3. Purchase of 12 concrete lltter receptacles.
4. Fund1ng for part tlme personnel to remove campalgn posters from
publlC property.
5. Cleaning up llttered alleys in varlOUS areas of the Clty using
part tlme personnel.

ThlS year Santa Monica has been allocated $7,851. The grant proposal wlll:
1. Request funds to contlnue the manual lltter clean-up In areas
that have chronlc litter problems (beach parking lots. alleys.
central buslness dlstrlct)
2. Purchase additional lltter receptacles.
3. Rent supplemental street cleaning equipment specifically for
lltter clean-up.
4. Lend support to a public lnformatlon program (school education.
volunteer clean-up, publlC serVlce announcements).
Recommendation
Staff recommends the Clty Council approve the resolutlon to apply for a Litter
Control Grant In the amount of $7.851 offered by the State SOlld Waste Management
Board.

A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING
THE APPLICATION FOR GRANT FUNDS UNDER THE STATE
LITTER CONTROL, RECYCLING AND RESOURCE RECOVERY
FUND.
WHEREAS, the Legislature of the State of Callfornla has enacted the
State Litter Control, Recycling and Resource Recovery Act WhlCh provides
funds to certain entitles for litter cleanup, litter law enforcement, litter
education, and purchase of lltter receptacles; and
WHEREAS, the State Solid Waste Management Board has been delegated the
responsibility for the admlnistratlon of the program, setting up necessary
procedures governlng applicatlon by local agencles under the program; and
WHEREAS, sald procedures establlshed by the State SOlld Waste Management
Board requlre the appllcant to certify the approval of applications prior to
submisslon of said applications to the state.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council approves the flllng of an appllcation
for fundlng under the Litter Control, Recycling and Resource Recovery Fund.
SECTION 2. That the City Council certifles that sald City understands
the general provislons of the grant agreement.
SECTION 3. That the City Council authorlzes the Clty Manager or his
designee, as agent of the City, to conduct all negotiations, execute and
submit all documents including but not llmited to appllcat1ons, grant
agreements, amendments and payment requests, WhlCh may be necessary for the
completlon of the aforementioned program.

This repoi~t reco:rmends that. the City Covncil approve and execute the
attached resolution concurring with amendments to the Los Angeles County
Solid Haste ildnugefilent Plan.
Background:
On t-jarch 23. 1976. the City Council adopted ResolutioYl No. 4729 C.C.S.
approving the Solid Waste Management Plan for Los Angeles County. [his
plan. as clppro'led) was sll~)',eqlJently sent to the State Solid t'Jt:lste
Ndnagement Board for their appt'oval. but \.,ras only partially approved on
Ju~e 24, 1977. Certain changes to the pla~ are req~ired by the State,
which changes are included in the attached resolution.
These changes involve:
1. Revi~ion of two pages in the plan~ pages 78 and l85~ r~sarding
conforfllance of transfer facilities and He economic.

Attorney General nas ruled that if the majority of lhe cities in the
county. having the majority of the population do approve the changes,

WHEREAS, The Nejedly-Z1berg-Dills Solid Waste Kapagement and
Resource Recovery Act of 19/2 (hE:'reafter referred to as the Act) requh~es
each county in cooperation with affected local jurisdictions, to prepare a
comprehensiveJ coordinated solid waste management plan; dnd
~JHEREAS:> the COUll ly of Los Angel es has prepared a plan for soli d
waste management in conformance with the Act; and
HHEREAS~ the majori ty of the cities \'lithin the County which contain
a majority of the population of the incorporated area of the County approved
the plan by resolution; and
HHEREAS:> on June 2~1, 1976, said plan was submitt2d to the State
Sol id Haste ttldnagement Bom'd fm~ approval; and
WHEREAS, on December 10, 1976, the State Solid Waste Management
Board found the plan to be inadequate; and
\lHEREAS, on June 9, 19/1, the County prepared aw{ sub;;]i tted to the
State Solid Waste Management Board the amplification ano clarification
statement; and
~HIEREAS, the State SOlld \.!aste Hanagerrent BoaY'd ;Hrti ally approved
the sub.rtitted plan as meetin~; the requirements of See-t1ml 66780 of the
Government Code, but denied approval of the element governing future solid
waste facilities; and
~'JHEREAS, the State Soli d Haste t'lanagernent Board and the County
staffs agree on the contents of a solid waste facilities element, based
on tre principles of the submitted amplification and clarification which,
when approved by the required cities, would satisfy state laws; and

The purpose of this letter is to report on the status of the County Solid
Waste Nanage'llent Plan (CoS\'j);]P) and to preview the steps remaining to be
aCCOr:1pllShed in order to obtain flmd approval. No action is rcqUJ.red by
your city at this tiqe.
After having been approved by the requiTed l"3.Jority of the citie'i in the
CouIlty and adopted by the Board of Sup~n:isors~ the propD~ed f~n~l CoS~';:P
was subIilitted to the State Sohd \';aste ~!anageP1ent: Board (SSi';i;lB) in
June 1976. for approvCll as to .its cOl~pliancE' \H th StC',te policy as required
by the Goven1J"lcnt Code. At i.ts f;1eet1.ng on DeCCF'ber 10. 1976. the SS~';"lB
adopted a resolution fH~ding that th~ Los Angeles County Sold \'iaste
t1anager,lent: Plan lias inadequate and could not be approved. The majoT
defJ.ciencies pertajned to the plan for dl5p05al faolitics and transfer
stations..
On February 8, 1977~ the Board of Supc:rvisoys instructed the County Engineer
to activate the Los Angeles County Salid 1':aste Hanagernent CO'll"'littee provided
for in CoSwMP, and to proceed >>ith preparation of revlsior.s to corTect the
deficiencies found by the State Board. They also authorized the County
Engineer to request a tiRe exten~ion for sub~ittlng th~ revisio~5. ^ ti~e
extension to November 30~ 1977, was subsequently granted. At the sane til"e>
the ss~'.'}m directed the County to mat~e eViCT)' effort to develop ;'In lDteriIa
Plan suitable for partial approval as soon as possible.
The County Solid \';aste r.Janagement Co"'....ittee \vas fOTr.1ed and held its Ilrst
Jileeting on Barch 14> 1977. The C0J1111ittee \~as organized into three sub COil-
r.littees so that the maj or concerns of th<' State Board could be addressed
concurrently and thereby facilitate the cxpedltlou5 resolution of the issues.
During subsequent deliberations by the subcom~ittees and by the full
cO!'!.ili ttee. the conclusion was reached that it ,{ould be impractlcablE at tn1.s
till'e to try to develop a more definitive plan for haste disposal facilities
or transfer stations than that which "as presented in the proposed f~nal
CoSj,~,-1P. The CO'lTJl~ ttee therefore decided tha t rather th~n suh:ni ttmg
subst~,tive revislons. the approach should be to present amplifying and
clar ifying infomation ~~lth the ob] ectlve of obtaining full approval rather

fomal submj:ttal to the 5S~~lB. By letter dated June 7, 1977, the supple-
~ental naterial was transmitted to the State Board with a request thaL the
Board approve the CoSl~!P in its entirety. This matter was before the SS~0IE
at its June 24, 1977 meeting. I appeared at that meeting and emphasized
our posItion that the naterial lias clarifying information presented for the
purpose of satisfyjng the Board's concern about the inadequacies of the Plan,
and urged that they app1.ove the CoSW;"!P.
In sU~a~tion, thp State Board adopted a resolution granting partial approval

The impact of resource recovery and energy conversion facili~ies is vitally
ioportant in regards to transfer stations as it was in consideration of land
disposal alternatives. Therefore,. waste transf~r and haul is also in a ver). fluid
state uhich requires flexibillty in the Plan.
Both the l)-atso;1 Energy Systems facility :m Hil!J.ingto'1 and that sub'li tted by the
Sanitatio~ Districts pursuant to Sena~e Bill 1395 for an energy converS1on pla~~ ~TI

Since only preliminary stC?S have baen taken and neith~r is ~.der construction, th~

the projects are such that t11ey have a ~ajor influence on transfer station planning
in th~ southwest coastal plain.
Other inherent limitations in planning for transfer statioil5 are alSQ apparent. One
is the difficulty in accurately assessing t~e true capacities of existing stations.
&,other is the abl1ity of ne~ transfer stations (or expansjon of existing statiou3)
to gain neces~ary local approvals. Financial considerations are extrem~ly complex~

In order to adequately assess the rpquircnent for transfer stations, it is first

interest are the wastesheds comprising the sout11~est coastal plain ~,d the westerly
vicinity in the area of Sepulveda Pass (t-1ission Canyon). -Cap2citr in major landf111s
in the southwest coastal plain will be exhausted in the early 1980's. The Sepulveda
Pass area is affected since one of the alternatives to the contlnued use of Mission
Canyon for other than interi~ plrrposes would be hauling to other landfills in
conjunction tiith transfer stations.

The i::\):lct of resource reco';ery and energy conversion on the total disposal sys ten
h~$ been eDphasized. Several efforts are be~ng ~~de to develop source separation
systems ~hich could also imp~ct on planning far the nlture. These are beginning
steps tOAard the eventual deYelopm~nt of a waste management system which will recover
recyclable nate~ials, such as metals and glass; use combustible refuse as a fuel
sup?lement for the generation of electrical energy (with proper air pollution controls);

in Los Angeles COQuty is extremely diff1cult. Tnere are 79 ciLles, smae
of which have municipal collection for all wastes, some for residential wastes
only and some for only part of their residential ~astes. Some cities have
