Subject: USE OF FUNDS BUDGETED FOR SEWER REPLACEMENT
FOR CHEMICAL TREATMENT OF SEWERS
Introduction
This report describes the sewer chemical treatment program and the need to transfer
available funds from the sewer replacement program lnto the sewer chemical treatment
program.
Background
In the area approxlmately bounded by Montana and San Vicente Boulevards and 17th
and 21st Streets, the sanitary sewers are located in easements at the rear of properties
as no alleys exist. These sewers are 1n excess of 40 years old. Through the years
they have been badly inflltrated with tree roots, causing not only damage to the
vitrif1ed clay pipe and pipe Joints, but an increasing number of sewer stoppages.

procedure has had only a slowlng effect on the root growth s1m,lar to what pruning would
have to tree growth. In addition, root growth becomes stronger wlth the passage of
time and the deter1oration of the pipe.
In 1977. Sewer Operations began an annual program of introduclng an approved chem1cal
to the interior of the pipes, and has so far progressed through the sewers in 21st,
20th, and a portion of 19th easements. No stoppages have since occurred in any
sewers so treated and malntenance has been greatly reduced. Some stoppaqes have
occurred in the easements not yet treated, and staff belleves that an accelerat10n

of the chemical treatment program will lessen the possibillty of damage claims
resulting from sewage backlng up into private propertles.
The remalning sanitary sewers in the above described area can be treated for $9.000.
Funds 1n the amount of $4.000 are presently avallable for this project. Funds in
the amount of $100.000 are available in the 1981-82 Capital Project 902. the Sewer
Replacement Program. Staff belleves lt would be to the City's advantage to author1ze
the transfer of funds 1n the amount of $5.000 from thlS project to the Sewer Division
Contractual Service ~ccount Number 501 in order to complete this project.
Recommendations
It lS recommended that City Council authorize the transfer of $5,000 from the Sewer
Division Capital Project No. 902, Sewer Main Replacements, to Sewer Oivis10n Account
No. 31-500-661-000-501 for use in chemical treatment of sewers in the remalning easement
area described above.
