SUBJECT: Recommendation to Adopt a Resolution Setting Fees for
Use of the city Refuse Transfer Station by Licensed
Private Haulers
Introduction
This report recommends that City Council adopt the attached
resolution which sets the fee for refuse transfer station use by
licensed private haulers at thirty-two dollars ($32) per ton.
Background
Ordinance No. 1499 (CCS), adopted November 14, 1989, amended
Chapter 2, Article 5 of the Santa Monica Municipal Code to
reflect changes in the City I S refuse collection and recycling
activities.
Section 5233 (a) now allows regulated use of the
city's refuse transfer station by licensed private haulers who
primarily serve Santa Monica businesses and allows fees for
depositing refuse at the transfer station to be established by
resolution of the city Council.
The fee set for transfer station use prior to adoption of
Ordinance No. 1499 was $32.00jton. A recently completed study of
city of Santa Monica refuse transfer and disposal costs and fees
from other comparable area transfer stations indicates that a
continuation of the $32.00jton charge will meet the City1s costs
and be consistent with current market conditions.

therefore recommends that the $32.00jton fee be formally
established by resolution.
BUdget/Financial Impact
Approximately $384,000 in revenue will be generated during FY
1990/91. Revenues for FY 1989/90 are currently budgeted in the
Solid Waste revenue fund.
Recommendation
It is recommended that City Council adopt the attached Resolution
setting the fee for City refuse transfer station deposits by
licensed private refuse haulers at $32 per ton.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA SETTING THE FEE FOR DEPOSIT OF REFUSE
BY LICENSED PRIVATE REFUSE HAULERS AT THE CITY'S
TRANSFER STATION
WHEREAS, Municipal Code section 5223(a) allows fees for
depositing refuse at the city refuse transfer station to be set
by Reso1ution~ and
WHEREAS, the Director of General Services may determine
whether licensed private refuse haulers primarily serving Santa
Monica businesses may use said transfer station~ and
WHEREAS, the Solid Waste Management Superintendent
determines daily whether said transfer station may be used by
licensed private haulers and bases this decision on available
capacity and the order in which requests are received,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The fee for licensed private refuse haulers
to deposit refuse at the city refuse transfer station shall be
thirty-two dollars ($32.00) per ton.
SECTION 2.
The City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
