BACKGROUND On January 14,1981, Council awarded bid for repair of Refuse Department trash blns to Container Repair Service in the amount of $65,000. Funds for this purchase were not provided in this year1s budget. Past practice has been to finance bin repairs out of the Refuse Bin revolving account. In previous years, bin fee revenues were accounted for in the Trust and Agency Fund. Revenues and Expenditures were not reported 1n the Clty'S budget. Generally acceptable governmental accounting procedures do not permit this practlce. Currently, bin fee revenue is belng accounted for in the Refuse Fund. Recommendation It lS recommended that the City's 1980-81 budget be amended to reflect an appropriation of $65,000 for refuse bin repalrs. To: Mayor and City Council From: C1ty Staff SubJect: Commun1ty Recycling Grant Introduction This report describes the current status of the Recycllng Grant the City applied for 1n January, 1980 for the purpose of funding a Recycling Program Feaslbl1ity Study and requests the City Council authorize, by resolutlon. entering lnto a contract wlth the State Solid Waste Management Board to perform the study. Background In December, 1979, C1ty Council authorized Raymond Vall and Assoclates of Sacramento to prepare a grant appllcatlon for a feaslbl1ity study of the varlOUS recycllng optlons avallable to the Clty. The State Solid Waste Manage- ment Board awarded $34,700 to Santa Monlca on May 1,1980. ThlS grant wl11 fund the ent1re study. Between now and June 1, staff wll1 prepare an RFP and recelve proposals from lnterested consultants. It 1S proposed a consultant be chosen by City Council at elther the second meetlng in June or the flrst meet1ng in July. The study is expected to take 18 weeks to complete. In order to be~in this study, the attached Resolution must be adopted by City Counell authorizlng the City Manager to enter into a contract with the Solid Waste Management Board. Prepared by: Stan Scholl Karen Rathbun - t - - . . ~ RESOLUTION (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE STATE SOLID WASTE MANAGEMENT BOARD TO PERFORM A STUDY TO EVALUATE A COMMUNITY RECYCLING PROGRAM WHEREAS, The Solid Waste Management Board has offered resource recovery grants to asslst and encourage proJects which oramate the recovery of resources and energy from waste, and WHEREAS, The City of Santa Monlca was awarded $34,700 on May 1, 1980, from thlS grant program to perform a feaslbi1ity study for a Communlty Recycling Program, NOW; THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Councll of the City of Santa Monica authorize the City Manager to enter into a contract wlth the State SOlld Waste Management Board to perform a Community Recycling Feasibllity Study. SECTION 2. That the City Councll deslgnate the City Manager as the authorized representatlve of the Clty of Santa Monica to act 1n connection with the study and to provlde such addltional 1nformation as may be required. SECTION 3. The City Clerk shall certlfy to the adoptlon of thlS resolution, and thenceforth and thereafter the same shall be ln full force and effect.
