INTRODUCTION
This report concerns staff's evaluation of a petition (see attached Exhlbit A)
initlally submitted by residents of Tract No. 12401 seeking the closure of
the pedestrian walkway between Cedar and Pearl Streets at 18th St. (Exhlbit H).
BACKGROUND
Tract 12401 is that area located between Pearl Street and Ocean Park Blvd.
from 17th Street to 18th Street (see Exhibit B). Since the orlg1nal petitlon
represented only ten lots out of 77 property owners directly affected by the
request, 3taff felt that additional input was necessary. A mail survey was
conducted to determine whether a majority of the residential property owners
in this tract were actually in favor of closlng the walkway (Exhiblt C).
The original petitioners believed that closure of the walkway would make
parking less desirable for the Santa Monica College students and thereby
reduce thelr heavy use of curbside parking as well as alleviate the traffic
generated by those searchlng for parking. Therefore, the City College was
informed by the City of this residents' petition. They thereupon circulated
a petition among the students and staff requesting the walkway remain open
(Exhibit D). Due to the length of this petition (13 pages) staff submits
only the cover letter of Dr. Morrison and one page of the petition itself.

Eet~tlon and Survey Results
The College petition of 13 pages had a total of 203 signatures. Of this
total, 78 indicate they are residents of the City of Santa Monlca. The
College petltlon represents 62 percent from outside the City of Santa Monica
versus 38 percent who are inhabitants~ None of these Santa Monica signatories
are resldents of the Tract 12401 area.
The mail survey (Exhlbit C) was sent out to 77 residentlal property owners
who would be directly affected by the closure of t~e walkway. A substantial
60 percent -- 46 out of 77 -- responded to the request for an opinion. Of
those respondlng, 29, or 63 percent, favored the closing of the walkway as
opposed to_17, or 37 percent. Thus, the Majority of those property owners
who were concerned enough to voice an opinlon favor the closure of the walkway.
Historlcal Backg~ound
Tract No. 12401 was approved by the Santa Monica City Council on April 2) 1941
by Resolution 2876 (Exhibit E). This tract map as approved provided for the
initial lO-foot-wide walkway between Cedar Street and the then deslgnated
18th Street (see Sheet 2, Exhibit B). Subsequently, the City (ounGll approved
Tract No. 12543 {Exhlbit F) on February 18, 1942 by Resolutlon 3035 (Exhibit G).
Tract No. 12543 was the area acquired by the Santa Monica Board of Educatlon
for a junior college campus. Thus, the actual walkway preceded the establish-
ment of the City College campus by approximately one year.
Staff has received over the years numerous complaints from resldents of the
College area regarding parking by students on street. This lS due in large
measure to the inadequate off-street parking that the College provldes for

lts numerous actlVitles. (';lth the present enrollment of the College, the
parking deficit is approxiwately 800 spaces. Although the closure of the
walkway way not materially reduce the parking problem, staff be11eves that
consideratlon should be given to closing the walkway on a temporary basis for
at least one semester to determine what effect, if any. it will have on the
residents. At the conclusion of the semester, we will conduct another mall
survey to determine the property owners' opinions as to what effect the
closure has had. Such a closure would cost an estimated $1,000 for the
erection of two sections of fence closing off the walkway. Funds are avail-
able in Account No. 01-500-413-000-401.
RECOHMENOA T ION
It is staff's recommendation that the City Council authorize the temporary
closure of the walkway located between Pearl and Cedar Streets at 18th Street
for a period of not less than one semester commencing in September of this
year.

Dear Hr. Dolter:
As Der our telephone conversation, we are requesting permission
to close a portion of Ocean Avenue for a period of two hours.
Purpose of the street closure is to enable us to airlift Solar
syste~ panels and equipment by helicopter from street level to
the roof of the Ocean Towers located at 201 Ocean Avenue, Santa
Monica, California.
Date of the operation is presently set for Tuesday, June 20, 1978,
from 9:00AK until 11:OOAM and will consist of lifting approximately
thirty bundles weighing two thousand pounds each, no landing will
be required, however for safety purposes and in compliance with
Federal Aviation regulations only persons essential to the operation
will be permitted in the work area. Therefore~ a sectio~ of Ocean
Avenue extending approximately four hundred feet north west from
San Viciente 3lvd. will be required. Wright Airlift International, Inc.
will request police assistance to insure adequate crowd and trafflc
control.
~right Airlift International, Inc, will provide the City of Santa
Monica with a Holo Harmless Agreement and an additionally named insurance
certificate in the amount of $5,000,000.00.
We are enclosing a copy of our flight plan which has been submitted to
the Federal Aviation District Office at the Santa Bonica Alrport for
their approval.
Your early decision and assistance in this matter will be greatly
appreciated.
