SR-506-001-01 (2) . . 6-D SEP 1 1 )990 " GS:SS:RF:db FUEL Council Meeting, September 11, 1990 Santa Monica, California To: Mayor and City Council 5P6 -(/O/-D( From: City Staff subject: Recommendation to Adopt a Resolution to Authorize the city Manager to Apply for a Grant Under the Fuel Efficient Traffic Signal Management Program (FETSIM) Through the California Department of Transportation (Caltrans) Introduction This report requests the city Council adopt the attached resolution which authorizes the city Manager to apply to Caltrans for a grant for $12,306 which will be used for the improvement of the signal timing along pico Boulevard. Background Each year grant monies are made available from Caltrans for traffic signal management programs, specifically the development of improved signal timing. staff has submitted an application and received preliminary approval for a project along Pico Boulevard. The attached resolution authorizes the City Manager to sign all necessary grant documents. The funds will be used to hire a consultant to do movement counts at all signalized intersections on pico Boulevard. The information will then be used to run traffic signal software which will coordinate the traffic signal - 1 - timing at the 6 ~ D SEP 1 1 lQQO intersections. . . Fiscal/Financial Impact An application has been submitted to FETSIM, FY90-91 for $12,306. Upon approval of the grant funds, budget revenue account 20-500-401-00000-0365-10000 should be revised to reflect $12,306 and funds in the amount of $12,306 should be appropriated to account 20-770-416-20091-8900-99451. Total Project Cost: state Share (Grant): Local Share (General Fund): $16,408 $12,306 $ 4,102. The local share portion of the project cost will consist of in-kind, project-related services provided by currently budgeted City personnel. Recommendation It is recommended that City Council: A) Adopt the attached resolution which authorizes the City Manager to apply for $12,306 of FETSIM funds for the improvement of signal timing along Pica Boulevard. B) Upon grant approval, revise the budget revenue account 20-500-401-00000-0365-10000 to reflect an increase of $12,306 and appropriate $12,306 to account number 20-770-416-20091-8900-99451. RESOLUTION NO. 8078 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY OF SANTA MONICA AUTHORIZING FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION WHEREAS, the city of Santa Monica recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and WHEREAS, fuel efficient traffic signal management by the City of Santa Monica will provide benefits to the local community in the form of improved traffic floW', reduced fuel consumption, reduced vehicle operating costs, reduced air pollutant emissions, and improved safety due to smoother flow; and WHEREAS, funds have been established and are available through the California Department of Transportation for grants to local governments for efficient traffic signal management projects, NOW, THEREFORE, the city Council of the City of Santa Monica does resolve as follows: SECTION 1. The City Manager is authorized to submit an application to the California Department of Transportation for a Fuel Efficient Traffic Signal Management grant, and the city Manager may execute in the name of ci ty of Santa Monica all necessary applications, contracts and agreements to implement and carry out the purposes specified in this Resolution. - 3 - . . .
