Related Work
Introduction
This report recommends that the City Councll award a contract for the 1990-91
Street Resurfaclng Program and related work to Hillcrest Contractlng Inc.,
the lowest responslble b1dder, 1n the amount of $596,297.40.
~ackground
Each fiscal year, the City Council authorlzes a City-wide street resurfacing
program which includes street resurfacing, slurry sealing, curb, gutter and
sldewalk construction and repalr in varlOUS areas of the City. The criteria
used to determlne WhlCh streets are to be resurfaced and the method of repalr
lnclude: age, surface and subsurface condltlons, complaints recelved, type of
use (i.e., commerclal, lndustrlal or resldential), current traffic volume, and
proJected change of use or volume. Avoldance of interference by work planned
by utility companies and by City utility work ;s also a prime consideratlon.
The City street maintenance staff has evaluated every street (lncludlng
s1dewalks) within the last two years and priorltlzed the improvements to be
done wlthln budgeted funds.
The strategy used by the City for the past 15 years has been on badly damaged
streets, to recycle the old pavement by heatlng and scanfying the top }" ,
addlng oil to rejuvenate lt and addlng 3/4" of new asphalt pavement. On

streets of more llmlted traffic and/or where the pavement 1 s not so badly
damaged, the strategy has been to use an asphalt slurry coatlng of
approximately 1/8" thlckness. Thi s seal s the cracks to prevent storm water
lntruslon and smooths surface lrregularities.
Damaged sidewalks, curbs and gutters are replaced on the streets being
resurfaced, so that a complete repair results. Portlons of the cost are
assessed 1n accordance wlth City pol icy. The following streets are proposed
to be resurfaced or slurry sealed under the 1990-91 Street Resurfaclng

Assessments
An Assessment Di stn ct wlll be formed to assess commerci al and 1 ndustn a 1
property owners for street resurfac1ng and gutter construction contlguous to
these properties. Commerclal and lndustr1al property owners are assessed for
the full cost of gutter construction (the1r share 1S approximately $9,50 per
lweal foot) and one-half the cast of street resurfac1ng (the1r share 1S
approximately $7.50 per llneal foot).
This is a cash assessment (no bands w1ll be 1ssued). Unpald assessments are
to be placed on the property owners' 1992 property tax bill. Assessments are
expected to generate approximately S50,000.00 in revenue. Resldentlal
propertles w1ll not be assessed.
B1d Package
The Notice Invlting Bids was pUblished on April II and 12, 1991, in the
Evenlng Outlook and four constructlon Journals, and was sent to e1ght WMBE
assoclations. Plans and spec1fications were lssued to 12 contractors. Bids
were opened and read publicly by the Deputy City Clerk on May 6, 1991.
