Background
The orlglnal Local Agency/State agreement for Federal-Ald
Safety funds was slgned over 6 years ago. Supplemental Agreement
#1 was for the 4th/5th Street off-ramp. Supplemental #2 was for
the W 11 s h 1 r e B 0 u 1 e va r d r e.,c 0 n 5 t r u c t 1 0 n pro J e c tan d Sup P 1 em e n tal # 3
was for the lnstallatlon of various trafflc slgnals cltywlde.
In 1982 the City submltted an applicatlon for Federal ald
Safety funds for the installation of a concrete barrler on the
south slde of the Barnard Way curve adJacent to the Barnard Way
Vllla Senlor Houslng development. The purpose of the concrete
barrier was to prohlblt south bound Barnard Way vehlcles from
leavlng the roadway and crashlng lnto the houslng development.
Hlstorlcally,
the Barnard Way curve has had numerous
aCCldents
involvlng southbound Barnard Way vehlcles loslng
control and leavlng the roadway. Accldent records lndlcate that

there has been an average of one fatallty per year at th1S
locatlon. Prior to the construct1on of the hous1ng development
thlS area was a vacant lot and therefore presented no bU1ld1ngs
as obstructlons to vehlcles leav1ng the road. Currently, if a
vehlcle loses control and runs off the roadway, lt may run into
the hous1ng development. Th1S has already occurred once when a
veh1cle left the roadway and went through a wall lnto one of the
Barnard Vllla's llvlng room area.
City Staff will deslgn the proposed barrler 1n a fash10n so
that it can be relocated if Barnard Way lS narrowed In the
future. Some modlflcatlons to the existlng street llghting wlll
be requ1red to facllltate the barrler construction.
Budget/F1nanClal Impact
The proposed cost of the proJect 1S $49,500.00. Federal
Funds wlll pay for 90 percent, or $44,550.00. The balance of 10
percent ($4,950) wlll come from Gas Tax Funds. Due to the
uncertalnty of these funds, thlS proJect was not budgeted as part
of the Capltal Improvement ProJect process.

A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING
SUPPLEMENTAL NO.4 TO THE LOCAL AGENCY/STATE AGREEMENT
NO. 07-5107 FOR FEDERAL-AID SAFETY FUNDS FOR THE
INSTALLATION OF A CONCRETE BARRIER ADJACENT TO
BARNARD WAY VILLA SENIOR HOUSING DEVELOPMENT
WHEREAS, the City of Santa Monica submitted an application
for Federal-Aid Safety Funds for the installation of a concrete barrier
on the south side of the Barnard Way curve adjacent to the Barnard Way
Villa Senior Housing Development; and
WHEREAS, City staff will design the proposed barrier in a
fashion so that it could be relocated if Barnard Way is narrowed in the
future,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
~
SECTION 1. The City Council of the Clty of Santa Monica does
hereby approve and authorizes the City Manager to execute the attached
Program of Local Agency Federal-Aid Safety Improvement Project in the
City of Santa Monica Supplement No.4.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full force
and effect.
