SR-506-001-01 GS:CP:mitigation Council Meeting: November 13, 1990 StJ &:, -(701- t:)/ santa Monica, California b-J-' tjCV tj'JU To: Mayor and City council From: city staff Subject: Recommendation to Approve Resolution Requesting state Environmental Enhancement and Mitigation Program Funds INTRODUCTION This report requests City council approval of an application to the Resources Agency of the state of California for funding of two projects which are eligible under a new Environmental Enhancement and Mitigation Program. DISCUSSION The Environmental Enhancement and Mi tigation Program was established in 1989 under AB47l (Katz), and provides funding for selected projects throughout the state. Statewide, $10 million is available annually for ten years, for a total of $100 million. Financing of this program comes from new fuel taKes and weight fees (Proposition 111). To be eligible for a grant, projects must be directly or indirectly related to the environmental impact of modifying an existing transportation facility or constructing a new transportation facility. The transportation facility (i.e., a public street, highway, mass transit guideway or the appurtenant features of a mass transit guideway) must be: 1 6-,p : "J\)il 1.......:.,,0' a project where modifying construction or new construction began after January 1, 1990; and a proj ect which is not yet under construction but is included in the adopted state transportation program or in a locally adopted and certified capital outlay program. Only those transportation facility projects which result in adverse environmental impacts will qualify for purposes of this grant program. Also, proposed projects under this grant program must provide mitigation or enhancement over and above that required for the transportation project under CEQA. Eligible project categories for grants include: 1) highway landscape and urban forestry, 2) resource lands, and; 3) roadside recreational projects, including bike trails. The proposed grant application by the City will include two separate project requests which are described below. Fourth street Freeway On-Ramp Landscaping The highway landscaping project proposed by the city will replace the twenty-five year old mature landscaping that will be removed from the south embankment of the Santa Monica Freeway between Fourth Street and Twentieth street in connection with the eastbound Fourth street on-ramp construction proj ect. Mature shrubs and trees 2 as well as ground cover and irrigation systems will be installed by the City if the grant application is approved. This work will be in addition to the seeding of the embankment by Caltrans for erosion control purposes. The proj act also proposes to install tress along Fourth street between pico Boulevard and Colorado Avenue to enhance the new entrance to the Santa Monica Freeway. The total project scope would include the irrigating and landscaping of approximately eight acres together with the planting of approximately 40 trees. It is estimated that this proposed project would cost about $300,000. Santa Monica Airport Landscaping This project proposes to minimize the impact of an Airport fencing and gating project by landscaping the perimeter areas of the Airport. The Airport is proceeding with plans for a significant "landsidejairsideff separation project which consists of an extensive re-routing of vehicle movements throughout the Airport to enhance safety and control. In order to mitigate the negative impacts of the Airport I s air and landside separation project, significant roadway and perimeter landscaping will be needed. The estimated cost of this proposed project is $100,000. BUDGET/FISCAL IMPACT There is no anticipated budget/fiscal impact to the city if the grant applications are approved. 3 RECOMMENDATIONS 1) It is recommended that the city council approve the attached resolution requesting grant funds under the California Environmental Enhancement and Mitigation Program; and 2) authorize the City Manager or his designee to execute any documents which may be necessary to either apply for or receive the grant funds. SECTION 2: The City Clerk shall certify to the adoption of the Resolution, and thenceforth and thereafter the same shall be in full force and effect.
