BACKGROUND One of the City's current year budget objectives is to conduct a Wastewater Master Plan study. The City Council appropriated funds to conduct this study in the Fiscal Year 1989-90 budget. A key goal of the study will be to generate a computerized data base of the sewer system, including locations, sizes, slopes, and appurtenant structures and facilities. The proposed Wastewater Master Plan scope of work will: 1. Determine current and proj ected deficiencies in the sewer system: 2. Develop a sewer main maintenance and replacement program: - 1 - (9- tJ1 rEO .~ -;. .,." r I.) ( , .::i" i . . ( . 3. Develop design flows for various land uses; and 4. Review and recommend modifications, if necessary, to the fee structure to adequately finance improvements and operation and maintenance of the sewer system, and prepare a wastewater revenue plan. This will be the most extensive study of the sewer system ever undertaken by the city, requiring approximately ten months to complete, at a cost of $170,000. CONSULTANT SELECTION staff prepared a Request for Proposal to conduct a Wastewater Master Plan study and sent it to 13 consultants in December 1989. staff received 8 proposals to conduct the study. A committee consisting of Stan Scholl, Director of General Services, Desi Alvarez, City Engineer, Byron Gaines, utility Manager, and Suzanne FriCk, Senior Planner, evaluated the written proposals and recommended that CH2MHILL Engineers, be selected to conduct the study. BUDGET/FINANCIAL IMPACT Funds in the amount of $150,000 and $20,000 are available in Wastewater CIP Account Number 31-760-661-24190-8928-99121 and Account Number 31-760-661-24189-8928-99121, respectively, for this purpose. RECOMMENDATION Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with CH2MHILL Engineers to - 2 - . . conduct the Wastewater Master Plan study.
