SUBJECT: Resolution Requesting Funding for the Reconstruction of the Santa Monica
Pier from the State Coastal Conservancy's Challenge Grant Program
INTRODUCTION
This staff report presents a resolution requesting funding for the reconstruction
of the Santa Monica Pier from the State Coastal Conservancy under a special one-time
challenge grant program for storm damaqed piers
BACKGROUND
Following the 1983 wInter storms which destroyed 106,000 square feet of the
Santa ~onica Pier, the City began the process of applying to the Federal Emergency
Management Agency (FEMA) for disaster relief funding to rebuild the Pier. Under
the Federal Disaster Assistance Program, the City would be el igible to receive
75% reimbursement for the cost of rebUilding the Pier to its pre-stor~ condition.
The City would be required to raise the 25% match from local or state sources as
well as 100% of funds for any improvements or "betterment" that would be necessary
to strengthen the Pier. At this time, the City is awaiting approval of its Project
Appl ication pending FEMA's acceptance of the City's Insurance Commitment and the
resolution of approximately fifteen appeals. It should be noted that the State Office
of Emergency Services has concurred With the City regarding all appeals and the
matter is now before FEMA.
Prior to the storms, the State Coastai Conservancy had begun assisting local
governments in restoration planning for recreational piers. Santa Monica Pier is
one such facility and the Conservancy had awarded the City a $500,000 no-interest (,-D

to back up the commitments already made to communities, and in recognition of the
difficulty of the task of raising the non-federal share of damage costs for local
governments, the Conservancy is offering a one-time challenge grant program.
Discussion
At this time, the cost of reconstruction of the Santa Monica Pier is not fully
knOlrJn. FEMA's estimate is approximately $4.2 mill ion, the City's estimate is $5.2
mi 11 ion. The City has engaged the architectural engineering fir~ of Daniel, Mann,
Johnson and Mendenhall (DMJM) for the feasibil ity, analysis, design, and implementation
of the reconstruction of the Pier. When DMJM completes Phase I, they wi 11 provide
the City with a recommended design and estimated construction cost. At that time,
depending upon their findings, the City may request an adjustment of FEMA's in it i al
estimate Based upon DMJM's recommendation, the City will also know the cost of
necessary improvements to strengthen the Pier, Currently, the City's estimate for
"betterment" is $1 5 . In addition there are costs for architectural/engineering
services and construction management which may bring the full cost of this project
to $7.2 million.
The purpose of this resolution is to ensure that the City seeks all potential
sources of funding. The Conservancy's challenge grant program offers a maximum
contributio~ of $150,000 to local govern~ents which have applied for FEMA disaster-
re 1 i ef funds This one-time program is a supplement to commitments already made by
the Conservancy and will be in addition to the $1,000,000 already appropriated for
the City of Santa Monica in the Conservancy's 1983-84 budget. $500,000 is a carry-
over appropriation for Phase I projects, the Entry Park and Children's Park, and
$500,000 is earmarked for Phase I I and wi 1 I be used for the reconstruction of the
Pier platform. In addition, the State Wildlife Conservation Board has also committed
$323,000 toward the reconstruction of the Pier. TheCitywill be making formal

application for these funds to both the Conservancy and the W,ldl ife Conservation
Board at the completion of Phase I by DMJM when the most vLable design is selected
The deadline for application for_a Conservancy Challenge grant, howeve r , is
Decembe r 31, 1983, and it IS necessary for the City to request these funds now
although the full details of the reconstruction are not known. It i s c 1 ea r ,
though, that the City may require up to $3 mill ion in non-federal funds to complete
the reconstruction package
Budget/FLnanclal Impact
There is no budget impact at this time. At such time as the grant is awarded,
staff wi 11 request appropriate appropriation and revenue revision to the City's
budget. A requirement of the challenge grant is that the local community provide
a match for the award on a one-to-one basis Based upon the amount already
approprLated in the 1983-84 capital budget for Design Services for the reconstruction
of the Santa Monica Pier, no additional appropr i at ion is necessary to match the
Conservancy's contribution
Recommended Action
Staff respectfully recommends that Council adopt the attached resolution
requesting funding for the reconstruction of the Santa Monica Pier from the State
Coastal Conservancy under a special challenge grant program for storm-damaged piers

WHEREAS, the City of Santa Monica has apDI led to the Federal
Emergency Management Agency (FEMA) for funding to restore the stor~-damaged
Santa Monica Pier; and
WHEREAS, the City of Santa Monica has executed a contract with the
firM of Daniel, Mann, Johnson, and Mendenhall fo~ architectural and enoineering
services for the feasibility, analvsis, design, and implementation of the
5arta Monica Pier Reconstruction Project, and
\.JHE REAS, the State Coastal Conservancy is offering local governments
a one-time challenge grant to raise the local ~atch requirements for FEMA funding
to restore storm-damaged piers under the Conservancy's Urban Waterfronts Program,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
~ESOLVE AS FOLLOWS.
SECTION 1. The City of Santa Monica requests funding by the Coastal
Conservancy for the maximum contribution of $150,000 under its challenge grant
Drogram for storm-damaged Diers.
SECTION 2 The City Counc i 1 agrees to provide any funds
needed beyond the grant requested to complete the project Funded under thiS
program through the allocation of uncommitted funds or other sources.
SECTION 3. The City Council certifies that said agency has or will
have sufficient funds to operate and maintain the project funded under this
program.
SECTION 4. The City Clerk shal I certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in fu 11 force
and effect.
