L, lq!l8 GS:SES:DA:JM - 5/17/88 Council Meeting: Santa Monica, California TO: Mayor and city Council FROM: City Staff " SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with McClelland Engineers, Inc. for Professional Engineering Services to Perform a Geotechnical Investigation for the Reconstruction of the Extension of Santa Monica Municipal Pier. Introduction This report requests that the city Council authorize the city Manager to negotiate and execute a contract with McClelland Engineers for professional services to perform an investigation of the nature of the subsoil structure in the vicinity of the proposed area of reconstruction for the Municipal Pier, which is necessary for completion of the structural design and physical construction of the pier extension. Background Currently plans and specifications are in progress for the extension of the Santa Monica Pier. In order to complete the design and specifications for this project as well as to provide better information on subsoil conditions to prospective bidders and thereby reduce the risk factor in the bid, a geotechnical investigation is appropriate at this time. Four to seven borings will be required to obtain a profile of the subsoil conditions. These borings will be approximately 100 feet - 1 - b-N MAY ? 1. lQ~fl , GS:SES:DA 5/17/88 Council Meeting: May 24, 1988 in depth. The borings will be made from a barge or similar type craft which supports the drilling rig. One of the borings will be instrumented to determine the natural characteristic period of the site. A complete engineering report on the findings will be furnished to the City for engineering and construction purposes. Due to the nature of the investigation it is not possible to establish a fixed fee for this work. Common practice for marine work is for operators to base their charges on a daily fixed fee since marine conditions are not precisely predictable. Marine geotechnical investigation is a specialized field performed by a few qualified firms. Staff requested proposals from two firms. Estimates from the two firms were received as follows: McClelland Engineers, Inc. LeRoy Crandall and Associates $ 100,000 (Estimated) $ 100,000 (Estimated) Eoth consultants suggest a contingency of 25% be included in budgetary considerations due to the uncertainty relative to field operations in open coastal waters. City Staff recommends McClelland Engineers, Inc. be selected to perform the work. McClelland Engineers, Inc. specializes in off-shore geotechnical investigation and can mobilize to perform the work wi thin two weeks of award of contract, while LeRoy Crandall will require six weeks notice before it can begin the - 2 - - GS:SES:DA 5/17/88 Council Meeting: May 24, 1988 work. McClelland Engineers are familiar with the conditions in the Santa Monica Bay. BUdget/Financial Impact Staff recommends that funds in the amount of $ 125,000.00 available in account No. 30-740-625-000-940 be transferred to Account No. 30-740-625-000-927. Recommendation staff recommends that the City Council: L Authorize the City Manager to negotiate and execute a contract with McClelland Engineering to perform a geotechnical investigation for the reconstruction of the extension of the Santa Monica pier. 2. Authorize the transfer of $125,000.00 of appropriation authority from Account 30-740-625-000-940 to Account 30-740-625-000-927.
