M. AND 7:00 O'CLOCK A. M. THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS FOLLOWS: SECTION 1. Sectlon 10101 of the Santa HOnlCa MunlClpal Code is hereby amended and shall read as follows: Sectlon 10101. HOURS. The alrport shall be open for pub11C use at all reason- able hours of the day and nlght, subJect to such restrlctlons as are provlded hereln or are due to lnclement weather, the conditlons of the landlng area, the presentatlon of speclal events and llke causes, as may be determ1ned by the alrport d1rectori prov1ded, ho'vever, that no person shall take-off or make anythlng other than an emergency land1ng of any alrcraft from or at the a1rport between the hours of 11:00 o'clock p. m. of one day and 7:00 o'clock a. m. of the next succeealng day. That would be perfect for the airport ene~ies, who w1ll not rest until another Century City sits on the hill, tall buildings adding congestion, blocklng the skyline, and burdening the c1 ty ,'n th :naSSl ve cap1 tal expenditures and expen- sive ongoing city services for which you vill h~ve to pay. Such areas always cost the co=mity in which they occur in many ,,~ys, as studies have shm-m, ane. benefit greatly only the developers. The airport returns money to the city, acts as an ~pcrtaLt earthquake and disaster relief and emergency landing facility, ~rotects the airspace of Santa Monica frOIt the encroachment o"f heavy air traffic frOc. Los Angeles International Airport, provides educational inspiration for the young, leaves a last bit of open space in an already crowdee. city, ana serves thousands of residents with the ~ost inexpensive and fuel-efflcient fo~ of indivldualized mass transTIortation currently available. (Did you know: one-thlrd of all &.lr travellers fly in private planes, yet require only 3% of the aviation fuel consumed, and pOllute less, and get more ~~les per galloD per seat than almost all automoblles. These citizens live near the Santa Monica Airport and are plagued by the problems the airport brings to the residential neighborhood adjacent to the airport. Noise is the chief issue. The residents of Venice and Mar Vista suffer immeasurably from the noise of low-flying aircraft. I support the ban on flights of any kind from 11 p.m. to 7 a.m. I support the proposal to phase out helicopter flight tra1n1ng. I support the proposal to require helicopters to fly at an altitude of 700 feet rather than 500 feet. I support any and all measures to rid the area of noise pollution. I know that you have beard froN many citizens of your own city regarding their support for these anti-noise measures. I feel it is essential that the Los Angeles citizens in near proximity to the airport have their message beard through this letter. I would be most grateful if you would make the letter part of the public record at the ~ugust 23 meeting of the Santa Monica City Council.
