Agenda Item ll-B: Presented at this time was the staff report on touch-
and-go operations and noise liMits at Santa Monica Airport which, City i
Manager Williams reported, is the last in a series of reports regarding
Santa Nonica Airport. He sajd that touch-and-go operations are generally
equally dispersed throughout the week and iavolve approximately 51.7
percent of all flights. Mr. Williams said it is staff's recommendation
that touch-and-go operations be eliminated on weekends and holidays; and
that, although the economic impact is difficult to assess at this point,
it will be monitored. In reference to the staff recommendation that the
noise limit be reduced to 90 decibels effective January 1, 1979, Mr.
Williams said that approximately 10.2 percent of all flights operate
within that 90 to 100 decibel range and that their elimination would re-
sult in a 2~7 decibel CNEL reductlon. He stated that there would be a
reduction in revenue to the City of $143,000 per year and there would be
a substantial economic effect upon the operators at the airport. He said
a noise monitoring test program should be installed beginning in 1978 to
assist pilots and operators in meeting the 90 db level as a goal.
Mayor Swink noted that members of the public ~ad indicated a wish to
speak to the subject and public partic1pation was invited at this time.
The following persons spoke in support of limiting touch-and-go opera-
tions and reducing noise at Santa Monica Airport: Mrs. William Todd,
Mary ~ee Bordelon, Alma Osolin, Elizabeth S. Otting, Tom Kirwan, Jim
Hoyt, Charles Davis, Dr. A. Bernard George, Les Hartley, Michael Emery,
and Dorothy McGregor. The following persons spoke against limiting
touch-and-go operations at the Santa Monica Airport: George Keiser,
Wayne Burklund, John V. German, Peter Friedman, Christine Janss, Rol
y1urrow, Griff Hoerner, and Henry Jordan. On order of Mayor S,,,ink a
recess was held at 10:42 P.M. The Council reconvened at 10:52 P.M. with
all Ccuncilmembers present. There being no one further desiring to
address the Council, public participation concl~ded 10:54 P.~. by order
of ~layor S\<link.
Councilme~ber Scott moved to instruct the City Attorney to prepare an
ordinance to prohibit touch-and-go, stop-and-go, and low approach at the
airport seven days a week. Second by Councilmember Reed. The ~otion
failec by the following vote:

Councilmember Trives Qoved to uphold the staff recommendation to prohibit
touch-and-go pattern flying operations at the airport on weekends and
holidays and to reduce the current 100 db SENEL limit to the 90 db SENEL
liuit effective January l, 1979, and to instruct the City Attorney to
prepare appropriate ordinances. Second by Councilmember Reed. Council-
member Scott ~oved to amend the motion to reduce the current SE~EL l1ffilt
to an 85 db SE~EL limit effective immediately. The amendment failed faT
lack of a second. Councilmember Bambrick moved to divide the staff
recommendation into two parts for votlng purposes. Second by Council-
me~ber van den Steenhoven. The maker and second of the motlon concurred

The main motion, as amended, to instruct the City Attorney to prepare an

approved by the following vote:

failed for lack of a second.
Discussion ensued in regard to changes being made in regulations and
technology relating to airplanes, the need to assist plane owners and
operators in planning for the future, as well as the economic hardship to
the operators. Councilmember Trives moved to a~end the ~otion to reduce
the noise level to 90 db SENEL effe~tlve 'January 1, 1980. Second by
Counc21wember Reed. The amendment failed by the following vote;

relating to noise reduction as recommended 1n the staff report dated
