Proposed Alrport Noise Ordinance.
INTRODUCTION
ThlS report transmlts lnformation regarding the publlC
hearlng to be held on the Negative Declaratlon concernlng the
envlronmental lmpact of the proposed amendments to the Clty'S
Alrport Code (Item 8a).
BACK GROlJN D
On September 10, 1979, at a speclal meetlng, the Council
lntroduced an ordlnance amendlng the Clty'S Alrport Code.
The ordinance was amended and relntroduced at the Councll weetlng
of September 25, 1979. At the September 25th meetlng, the
Councll reviewed the Inltial Study and Technlcal BaS1S for
the ordlnance, prepared by the Clty'S noise consultant. It
tentatlvely approved a Negatlve Declaratlon; it directed that
notlce of a Negatlve Declaratlon be published, and that the
Inltlal Study be avallable for public reVlew.
The publlC hearlng to be held at thlS Cauncll meetlng lS
lntended to comply with the Splrlt of the Callfornla
EnVlronmental Quallty Act (CEQA), WhlCh encourages full
public reVlew and comment on slgnlflcant governmental act~ons.
The Counc11 should consider any wrltten or oral
comments from members of the public, and proceed to determlne
the adequacy of the Negative Declaratlon. If ~~e Councll
determlnes that the Negatlve Declaratlon lS adequate, lt should

proceed to flnal adoptlon of the Negatlve Declaration. If
the Councll determlnes that the Negatlve Declaration does not
adequately address all the environmental issues, lt may return
the proJect to staff for further consideratlon or may dlrect
that a formal Envlronmental Impact Report be prepared.
If the Councll approves the Negatlve Declaratlon, lt should
then proceed to conslder the adoptlon of the ordinance, as
stated In the staff report accompanying ltem 8a.
If the Councll approves the Negatlve Declaratlon and
adopts the Ordlnance, lt should dlrect the staff to flle a
Notlce of Determlnatlon wlth the County Clerk.
ALTERi~A TIVES
The Councll may flnally approve the Negative Declaratlon,
return the matter to staff, or d~rect that an Environmental
Impact Report be prepared.
RECOMMENDATION
It is respectfully recommended that the Councll flnally
approve the Negatlve Declaratlon, and, assuming that the
ordlnance is adopted, direct that a Notice of Determlnatlon
be prepared.
