Recommending FAA Rulemaking to Reduce Aircraft Noise
Impact on Communities
INTRODUCTION
This report recommends that the city Council endorse a noise
abatement Resolution of the Burbank-Glendale-Pasadena Airport
Authority. The Resolution calls on the Federal Aviation
Administration to consider incorporating noise abatement flight
procedures into aircraft certification, flight manuals and the
pilot training and certification process. It was endorsed
unanimously by the Santa Monica Airport Commission.
BACKGROUND
The Burbank-Glendale-Pasadena Airport (formerly Hollywood/Burbank
Airport) has long experienced problems with the adverse
environmental effects of aircraft noise. This airport, like
Santa Monica, has taken a number of steps to reduce noise
including restrictions on noisy aircraft, curfews and other
measures. The adoption of the Noise Abatement Resolution for the
first time calls on the Federal Aviation Administration to get

involved in promoting quiet flying through flight training and
individual aircraft flight procedures.
Specifically, the Resolution proposes that engine and airframe
manufacturers be required to determine optimum noise reduction
flight profiles and publish them in the approved aircraft flight
manual, the document most relied on by pilots in the operation of
an aircraft. For older aircraft, this would mean amending
approved aircraft flight manuals or assisting the FAA in
publishing an Advisory Circular on the appropriate noise
abatement flight procedures. In addition, the Resolution asks
that FAA regulations governing approved flight school curriculums
for all pilot certificates also include instruction in noise
abatement flight procedures.
These steps are consistent with the Santa Monica noise abatement
program, which focuses directly on pilot skills and
aircraft-specific noise abatement procedures. In implementing
our program, the Airport has been informally communicating with
the manufacturers. Local flight instructors also are requested
to include noise abatement procedures in pilot training.
The Resolution recommends that funding for these programs be
sought as a necessary and proper expenditure from the noise
abatement/mitigation portion of the Aviation Trust Fund.

In response to public comment on the Resolution at its September
meeting, the Airport Commission added the following amendment to
the funding proposal:
"That, research and development programs also be funded to
investigate the feasibility of retrofitting older General
Aviation aircraft to fly more quietly."
Staff believes this amendment is important given that few new
single engine aircraft are being manufactured and a large number
of the older models are likely to remain in the fleet for many
years.
BUDGETARY/FISCAL IMPACT
There is no budgetary/fiscal impact from this action.
RECOMMENDATION
Staff respectfully recommends that the City Council
1) state its formal support and endorsement of Resolution
No. 191 of the Burbank-Glendale-Pasadena Airport Authority and
the amendment to the Resolution adopted by the Santa Monica
Airport Commission; and
2) Direct staff to write letters to the
Burbank-Glendale-Pasadena Airport Authority and congressional

Commission.

NOW, THEREFORE, BE IT RESCLVED that tbe Burbank-Glendale-
Pasadena Airport Authority does hereby recommend to the Federal

accrue to those individuals and communities affected by aircraft
