Force Members.
SUBJECT: Draft report for review and comment.
At it's meeting of August 31, 1982, the Task Force voted to foward
to you the attached draft report slnnmRrizing our proposed guidelines
for restoration and development of the pier. This araft represents
the work of our fifteen member Task Force, Coastal Conservancy staff
m~mhers, several City staff members, planning and economic con-
sultants, and over two hundred and fifty members of the public rep-
resenting twenty eight different cCm'..'IIoJIlities.
The guidelines contained in this report represent a broad based
consensus about a future direction for the pier. It describes
a range of uses, their approximate scale and relative location. We
do not however, view this as a static "master plan". Specific design
and development responses will necessarily depend on unknown
opportunities, constraints and City priorities. Nor do we anticipate
that everything suggested here will happen at once. There are com-
pelling philosophical and financial reasons for preferring an
incremental approach within the limits suggested in this report.

At this time, we ask that you review this draft and submit comments
and questions to the Task Force via John Jalili, Susan Mullin or
Dennis Qui1liam by September la, 1982. We wish to respond and
incorporate your comments prior to our presentation to the Planning
Commission and the City Council tentatively scheduled for September
13th and 14th respectively. Our objective is to have a final re-
port ready for City Council acceptance by their September 28th meet-
ing.
