In response to your request, Cloverleaf Aviat~on would suffer an
unknown amount of sales and revenue loss in the event of a night
curfew, closing the airport from 11:06pm to 7_OOam daily.
Based on actual ~ales fYgures for the ~ast ~hree years and
pro~ections for the next five years, the nrobable minimufn revenue
loss €or the next five years would be in excess of ~wo million
dollars. This estimate is based on the best available data and
information available at thzs time. The actual number of customers
who will leave the airport if night closure takes place is impossible
to determine at this date.
There has been 100~ negative reaction by all customers surveyed so
far. The praposed nrght curfew would, in our opinion, seriously
hurt business and would curtail public utilization of the airport
faeilities in daytime hours as well as at night.

Dear Mr. WiLliams:
Thank you and thank the City Council for allowing Che Santa Monica Airport
Operators the additiona~ time in which to prepare some meaningful data relative
to the night closing. Hopefully, this information wiZl clearly indicate the
devastaCing effect the closing would have on our operations.
Having polled the majority of lease-back and tie-down customers at Krveger
Aviation, over 40~ or 22 of those aircraft owners indicate they would move to
another airpoxt should they be restricted from night operations, Most of these
aircraft are utiLized for buszness purposes, The abi2ity to leave, for instance~
a't S:O~arn to be in ~acraaEento for a business meeting at 8:OOam is a necessity.
When an airline or a computer company has a mechanical failure in the field~
they need to get parts and/or ~nechanics, via a charter plane, to Fresno or
Phoenix where there is no scheduled night airline sen~ice to matce the much
needed repair.
In fact there are many more examples which illustrate the need for 24 hour air-
port availability. In general the vast majority of these night flights are for
bnsiness purposes where time is the important factor. Suffice it to say these
pilots and planeG need to get in and out as quickly and as safety as possible
at all hours of the day,
On to the subject of financial impact. The informaeion pzesented in the
following is based upon Krueger Aviation's books and records for £iscal year
ending June 30, 197%. There are no speculatively developed figures. Simply,
these figures reflect what would have occurred had the above referenced aircra€t
pulled out of our operation one year ago as they now indicate they z.Till should
the airport close at night.

It is clearly seen that the impact of these aircraft leaving Krueger
Aviation would cost $110,300 in profit for that fiscal year. In turn
a moderately successful busine~s would join the high percentage of
small businesses who didn~t ~ucceed. But the irany is it would not
be of our doing.
Tn clasing please remember, the number of night flights are few, but
the staices are extremely high for all of us. Hopefully this report
has nelped eo clarify that poinC. We respectfully urge you to vote
no on this ordinance.

I am writing to protest the proposed enactment of f~rther
restrictions to the use of Santa Monica riunicipal Airport.
As many tenants at the f3eld, I have a large investr.ment
in my airplane and tne proposed closing of the field
(il P.M. to 7 A.M.1 is a bureaucra~ic ~nter`erence with
my right as a citizen to effectively use my private
property.
I am a taxpayer in the City of Santa Monica and through
hangar rent, fuei purchasing and use of maintenance
facilities contribute to the support oi the airport.
The airport in ~.urn furnishes hundreds of ~obs contribut-
ing to the economic welfare of Santa Monica.
It should be kepf in mind tnat C~over Field was not
imposed on an existing residential nei5hborhood, rather
the residential use of the surrounding area followed -
by many years the opening of the field.
I hope you will continue to oppose restrictions on our
rights to make full use of the airport - you have my
support.

issues involving aviation I am sympathetic to the piiots' and opez~.tors' point
of view, particularly xhen flying safety and the overall intexests of aviation
are involved, I ca~.aot~ horrever, defend the right of a pilot~ for his orrn
pleasure or cor.veaience, or the ?^ight of an operator for ~rofit, to disturb
the sleep and rest of Y:undreds or thousands of people, i therefore feel that
a restriction on night flying at Santa N~onica Airport is justified, provided
that adequate provisions are made for emergency operations, as xell as those

In response to the City's request for financial data from the airport
operators regarding night clos~ng of the airport, r have eompiled the
follow~ng information.
Approx~mately 3z~ of o~tr flying is done after office hours, which are
8:00 AM to 7:00 PM, in so much as I have no way of knowing what percen-
tage is between 11:00 Phi and 7:00 Ai~1, I will use these f~gures.
The fact that I offer a 24 hour Charter 5ervice will naturally be
affected, to what extent business will go e~set,rhere I do not know,
~owever, the charter flights that leave late at night or early in the
morning are aiways very ~mportant fTights.
The most important fact to me is that five of my a~rcraft owners have
said they w~l] move their a~rcraft elsewhere ~f the airport is restr~cted
Tn use, Th~s translates to be approximate7y 409~ of my business at
Santa hlonica. In dollars and cents this works aut to approximately
$43,155.20 per year of lost revenue. Over a five year period assuming
the same growth rate I have en~oyed of the last few years this would
represent approximately 5302,707.78 in lost revenue. Of course the
city would lose the fuel revenue, the sa]es tax, and bus~ness tax.
The bottom line of this is if I lose 40% of my bus~ness, I would close
r~y doors, leaving nine people out of work and a 7oss of revenue of
approximately $1,488,301.37 over a f~ve year per~od.

The Board of Directors of tne Sunset Park Property Owners Association have ex-
amined tne four points suggested by some o£ tne lease nolders at aur municipal
airport, as reported in your memo of 22 September, entitled "Triai Period."
These lease holders nave suggested some ways in which they can reduce aircraft
noise; we very much appreciate their suggestinns and encourage ~.hem to put them
~nto practice. Nevertheless, we are deeply disappointed that onl.y now, nearly
a year after the City Council first expressed concern about the nozse of night
operations, are these lease holders suggesting a few noise control practices to
be implemented durzng a so--called "trial period."
It appears that every tir.me the issue of night noise is scheduled before the City
Council, some reason is proposed £or delaying consideration o£ the residents'
real need for relief from these noise-producing operations_ As residents, we
€eel that we subsidize every operation at our airport with a reduction in our
quality of life, and we believe that the city cannot expect us to continue to
pay th15 subsidy for night operations, because the price--psychological and
physical ir.~ury from being awakened at night by aircra=t noise--is far too nigh.
Our posita.on therefore is unchanged. we look to the city for protection of our
£atralies and o£ our quali~y of Zife. In the abser.ce of constructive suggestions
for reduczng the impxct of noise on the airport neighnors, we request that you
maintain your original schedule of hold~ng a publzc hearing for tne iirst read-
ing of the proposed ordinance to establish a curfew on operations between 11:00 p.m.
and 7:00 a.m.

profit potential, and 23 of aur employees would lose their ~obs.
It should alsa be pointed out that over S2, 000, 000 of the above are taxable sales.
The loss of which would cost the caty $20, 000 in sales tax revenue plus over S4, 000
in property t~es on the lost aircraft sales.
Thus, our e:~tensive study supports the earher ~udgement (which I have repeatedly~
expressed to }Tou and members of vour staff) that the lmposiuon of the restrictions
proposed would effectively destro5~ thzs buslness which nas taken almost 20 years
to build.

go on record as disapproving in every aspect, the proposed
"testing" for a delay of 6o days which was suggested at the
meeting you conducted in hir. FitzgeraZd's office last Wed-
nesday evening, September 27.
We feel strongly, and justly so, that far too many delays
have been granted with no solution to the Airport Neighbors'
problems.
The most recent "test" agreed to by the Airport Neighbors was
a helicopter test which resulted in a complete failure for the
airport,
