SUBJECT: Recommendation to Adopt Resolution Authorizing the City
Manager to File an Application and Negotiate and
Execute a Grant Contract with the California Division
of Aeronautics and Certify the Availability of Local
Matching Funds for a $202,000 Grant for a New Noise
Monitoring System at Santa Monica Airport
INTRODUCTION
This report recommends that the City Council adopt a resolution
certifying the availability of matching funds and authorizing the
city Manager to file an application prior to December 30, 1988,
in order to receive a $202,000 grant from the California Aid to
Airports Program Acquisition and Development Funds. The money
will reimburse the Airport Fund for the cost of the new noise
monitoring system which was recently installed in the Clover
Field Terminal and Administration Building.
BACKGROUND
The Santa Monica Airport Noise Mitigation Program, adopted by the
City council in November of 1983, called for the Airport's dated
and obsolete noise monitoring equipment to be replaced by a
state-of-the-art system tha t would streamline implementation of
the performance-based noise standards described in the Program.
Towards that end, a noise monitoring system was proposed for the
State Transportation Improvement program in FY 1985-86 and funds

were appropriated in anticipation of a state grant in account
nl~!I1hers 33-710-631-000-904 ($35,000 local match) and
52-710-631-000-901 ($315,000 grant funds).
In FY 1987-88, the total project appropriation was reduced to
$225,000 to reflect the actual project cost of which $22,500
represented a local match. The state has now awarded grant funds
in the amount of $202,000 which are available to fund the project
in FY 1988-89.
BUDGETARY/FISCAL IMPACT
The remaining appropriations in Accounts 52-710-631-000-904 and
33-710-631-000-904 are sufficient to complete this project. A
revenue account will need to be established in Fund 52 to
recognize the $202,000 grant from the state.
RECOMMENDATIONS
Staff respectfully recommends that the city Council:
1) Approve the attached Resolution which certifies the
availability of local matching funds and authorizes the City
Manager to file an application and negotiate and execute grant
documents pursuant to the grant agreement, and
2) Approve creation of an appropriate revenue account
to receive the grant.

AT SANTA MONICA AIRPORT
WHEREAS, the California Transportation Commission through
the State Department of Transportation, Division of Aeronautics,
has awarded Santa Monica Municipal Airport a grant. of $202,000
for noise monitoring in the 1988 state Transportation Improvement
Program (STIP); and
WHEREAS, receipt of the grant funding requires certification
of the availability of local matching funds and execution of
various documents related to the grant,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION l. The city Council certifies that it has
appropriated local matching funds for a grant of $202,000 from
the California Aid to Airports Program Acquisition and
Development Funds and hereby authorizes the City Manager to apply
for and execute all necessary documents associated with this
grant.
SECTION 2. The city Clerk shall certify to the adoption of
