Recommendation to Authorize City Manager to
Negotiate and Execute a Professional Services
Agreement for Design of a Washrack, Noise
Attenuation Walls and a Runway Condition Study.
Introduction
This report requests the City Council authorize the City
t-1anager to negotiate and execute a professional services
agreement with Hodges & Shutt, aviation planning and
consulting engineers, for design of a washrack, Noise
Attenuation Walls and Runway Condition Study.
Background
A request for qualifications (RFQ) to conduct airport
planning and engineering work associated with several
projects at the airport was recently issued to a variety of
aviation related consulting firms.
The proposals were
reviewed with regard to such factors as relat i ve airport
experience, technical expertise, references from previous
clients, and Affirmative Action and DEE participation.

Five responses to the RFQ were received and reviewed. Hodges
& Shutt was ranked first because of their previous experience
working on similar projects at general aviation reliever
airports like Santa Monica. Also, the firm was highly ranked
because the firm has indicated that the principals would be
directly involved in the planning and engineering work
Discussion
The professional services agreement with Hodges & Shutt
encompasses three separate capital projects. The first is
the design of a more efficient and cost effective washrack
for the City' s aircraft tiedown tenants. The existing
washrack does not have a water recycling feature or provide
proper drainage. The new washrack will include a recycling
feature to ensure maximum water
conservation and meet new
EPA water runoff regulations. The washrack is a City funded
project.
The second capital project to be designed under this
agreement are two noise attenuation walls located at the east
end of the airport. The walls will protect the airport' s
neighbors from run-up and back blast noise from aircraft
departing. This project is funded by the FAA and is eligible
for 90% reimbursement.

The third project is a runway condition study. The airport1s
only runway was built in 1942 and is showing severe signs of
distress. This design work will establish the method of
repair and reconstruction for the airport1s primary runway.
This project is the subject of a new capital account which
will be 90% reimbursable by the FAA. A grant application for
this project and other airside improvements is forthcoming
for City Council review and approval.
The professional services agreement was reviewed by the RiSk
Manager and approved as to form by the City Attorney.
Budgetary/Financial Impact
The professional services agreement for the three projects
totals $64,000 of which the Washrack constitutes $10,000, the
Noise Attenuation walls $19,000 and the Runway Condition
Study $35,000. The Washrack capital account #33-710-631-
22190-8917-99169 is budgeted at $80,000 and the Noise
Attenuation Wall project, account #33-710-631-29890-8911-
99230 is budgeted at $333,333. The Runway Condition Study
will be charged to a new capital account #33-710-631-20091-
8900-99037, Airside Improvement Program, which is the subject
of a separate staff report providing the funds necessary to
complete the study.

Recommenda,tion
Authorize City Manager to negotiate and execute a

airport capital projects described herein.
